PAGE TWO <br />SUBJECT: LRCAB Report <br />DATE: September 28, 2004 <br />ordinance. The City of Boulder has previously approved an ordinance similar to what is <br />recommended (copies attached). Draft ordinances are currently being reviewed by the Town of <br />Superior and Boulder County (for unincorporated areas) and are also included for your reference. <br />3) A second ordinance that LRCAB requests the City Council to consider is an "Equal Space" ordinance <br />that is applied to all new businesses and new multi - family developments, as well as significant <br />remodels. The ordinance would require that these developments provide the same amount of space for <br />recycling facilities as are provided for trash facilities, when a commercial or multi - family building is <br />constructed or remodeled. The City and County of Broomfield and the City of Boulder have passed <br />"Equal Space" ordinances and the Town of Superior is currently considering such an ordinance. <br />Copies are enclosed for your reference. <br />4) LRCAB also encourages the Council to support operating all events within the City as Zero Waste <br />events. We envision that LRCAB will be involved in recruiting and training volunteers and helping <br />staff the Zero Waste events. As was done for the 2004 July 4 event, LRCAB would contract with <br />Eco -cycle to assist in event planning, arrange for providing supplies, and quantify and dispose of the <br />recyclables and compostable materials. The eventual goal would be to have all events within the City <br />handled as Zero Waste events, with City staff to provide for disposing of recyclables and compostable <br />material in the same way it currently disposes of trash. The events LRCAB would recommend <br />eventually operating in this manner would be: <br />• July 4 picnic at Memory Square and festivities at Coal Creek Golf Course; <br />• Friday Night Street Faires <br />• Taste of Louisville <br />• Labor Day Parade and Events at Memory Square <br />• Parade of Lights <br />LRCAB recognizes that this process will take time to establish, with educational efforts needed for staff, <br />volunteers, citizens and vendors. Additional funds will also be needed to operate the events in this way, at <br />least until a system is reliably established to handle those tasks that were performed by Eco -cycle during <br />the 2004 July 4 event. A Boulder County Community Outreach Grant in the amount of $1,800 was <br />obtained by LRCAB in 2004 to pay for services provided by Eco - cycle. LRCAB is requesting that the <br />Council allocate $2000 to be used for 2 — 4 events. This would fund Eco -Cycle to provide for volunteer <br />training and staffing the day of the event. In addition, LRCAB will again apply for grant funding from the <br />Boulder County Community Outreach program to help defray costs of future zero -waste events in 2005. <br />If the grant is received, the $2,000 could be used to promote other recycling efforts in the City such as the <br />purchase of recycling containers that can be used at City parks and at special events. <br />LRCAB asks the City Council to provide feedback on these recommendations. <br />
