CITY OF LOUISVILLE PLANNING DIVISION <br />MEMORANDUM <br />TO: Mayor & Members of City Council <br />Chairman and Members of the Planning Commission <br />FROM: Paul S. Wood, Planning Director <br />SUBJECT: Joint Work Session City Wide Comprehensive Plan <br />DATE: October 26, 2004 <br />The update of the City -Wide Comprehensive Plan has moved into Phase II of the <br />schedule. Two of the three scheduled public workshops have been conducted. Those <br />workshops were conducted on June 30 and September 16. A summary of the <br />September 16 meeting is attached. The third and final public workshop has now been <br />scheduled for November 18 at the Recreation Center. <br />In accordance with the approved scope of work with EDAW, Phase II becomes a very <br />critical phase to the successful completion of the Comp Pan. The phase is critical as the <br />public input received through the stakeholder interviews and the two public workshops <br />takes shape in the form of two city -wide land use alternatives. Those maps are attached <br />as Alternative #1 and #2. The corresponding matrix (attached) is an evaluation of each <br />alternative as it relates to each of the Comp Plan elements, i.e., land use, transportation, <br />economic development — etc. <br />The two land use alternatives must now be tested against the various base line studies <br />that are being produced by the consulting team. Those base line studies focus on <br />housing needs, transportation analysis, fiscal impact study, and a public facilities <br />capacity study. The primary mission of the upcoming workshop on November 18 will <br />be to move from two alternatives, to one preferred city -wide land use plan. <br />Having identified the goal, it is the desire of staff and the consultant team to present to <br />the Planning Commission and the City Council the methodology used to construct the <br />two land use alternatives, and the process used to remain accountable to the public input <br />which has been received. As it is not the intent of staff to utilize this joint work session as <br />a defacto public hearing we will not be discussing materials which have not been <br />previously made available to the public. Staff and consulting team will be requesting your <br />input on concerns and benefits as related to the two alternatives which have been posted <br />on the web site. <br />
