COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: WILLIAM A. SIMMONS, CITY MANAGER <br />DATE: November 9, 2004 <br />SUBJECT: Cross Connection Ordinance <br />ORIGINATING DEPARTMENT: Public Works Department <br />SUMMARY: <br />Attached, please find a rough draft of the proposed Cross Connection Ordinance. This ordinance will <br />establish the authority of the City to regulate and manage backflow devices. Our most recent Health <br />Department inspection of the water treatment plants noted the City's lack of a formal backflow <br />prevention program. Adopting the ordinance would be the first step to a backflow prevention program <br />whereby facilities needing backflow prevention would be required to annually test their backflow <br />prevention devices and submit documentation of reports to the City. The City's role would be to monitor <br />submission of annual reports to ensure all facilities needing them are conducting tests, prepare and send <br />out reminders and establish a training or educational program for residential properties. <br />SUBJECT <br />Cross Connection Ordinance <br />AGENDA ITEM <br />
