1) Fiscal. Reform The City supports effective solutions to the State's fiscal crisis. The most critical element of this crisis requires addressing the crippling provisions of the Taxpayer's Bill of Rights (TABOR). The City recognizes that the revenue limitations set forth by TABOR have adversely affected both the state's and local governments' abilities to provide services. Failure to reform these revenue limitations will lead to an even greater reduction in services, affecting the welfare of all Coloradoans. Position: The City supports revisions to TABOR's revenue limitations as a necessary step to toward establishing a long term solution to the fiscal crisis 2) Transportation One of the most important infrastructure needs for Louisville is=tansportation. This includes repair or construction of highways, streets and roads, and the :need for alternative modes of transportation. Therefore the City supports°the :following: Position. • Support legislation that increases funding for= traortation with flexibility for all transportation modes. • Oppose use of HUTF for non' Transportation line " tems. • Support fair allocation of resouicesto =ensure the Denver_metro area receives a fair share of transportation dollars. _ • Support legislation that reinforces .collab_orationtbetween state and regional transportation agencies and recognizes respective roles and interests. • Support legislation that ovides opportunity for local government influence on tolling proposals from the CTE as well insures allocation of tolling revenues remain in the Corridor clikectly impacted.`" • Support the princip ath-at regionszshould have the authority to implement regional f n�an'cing to Mincluding the creation of regional transportation r thorities (RT to fund regional transportation solutions.
