The applicant was <br /> <br /> <br />granted a floodplain development permit by the Louisville Board of <br />Adjustment in August 2008. <br />The facility will consists of six (6) separate buildings, housing <br /> <br /> <br />approximately 300 storage units, space for portable storage containers on <br />top of the storage buildings and 1,640 SF office. <br />The site will be surrounded by an architectural wall which will screen the <br /> <br /> <br />majority of the storage activities from the public view. <br />The facility and pavement will over 69.4% of the 129,280 SF property. <br /> <br /> <br />Maximum coverage permitted by the IDDSG is 75%. <br />All of the structures associated with the facility meet the IDDSG setback <br /> <br /> <br />requirements. <br />Access will be from two (2) separate locations off of Empire Road and will <br /> <br /> <br />be 187 feet apart. <br />There will be 10 surface parking spaces on the south side of the facility, <br /> <br /> <br />which will meet the parking requirement. <br />Parking for the storage units will be in the drive aisles internal to the site. <br /> <br /> <br />Empire Road will be reconfigured to accommodate a six (6) foot shoulder <br /> <br /> <br />adjacent to the property. These improvements will be completed by the <br />applicant as part of the development. <br />A landscape buffer will be provided along the northern side of the property <br /> <br /> <br />adjacent to the Harney Lastoka open space. All proposed site landscape <br />meets the IDDSG requirements. <br />The site has been designed to screen the interior operations from the <br /> <br /> <br />public view. <br />Staff is recommending the signs be limited to one sign on the southern <br /> <br /> <br />side of the facility and one on the western side. Staff recommends no sign <br />on the northern side of the facility. <br />Staff recommends approval for Resolution No. 17, Series 2010 with the following <br />conditions: <br />1. Prior to issuance of the first building permit, the applicant will provide <br />written documentation confirming that the parties who have water rights in <br />the irrigation ditch on the south side of the property have abandoned or <br />agreed to abandonment of the irrigation ditch, or otherwise have <br />consented to the PUD improvements affecting the ditch. <br />2. The owner shall execute a development agreement for this PUD. The <br />development agreement will stipulate that maintenance of all drainage <br />improvements located in City of Louisville right of way will be the <br />responsibility of the owner. <br />3. The development agreement will stipulate that maintenance of the private <br />sewer line located on City of Louisville property will be the responsibility of <br />the owner. <br />4. Prior to completion of foundation inspection for any foundations for the <br />storage facility, the applicant will provide a FEMA elevation certificate <br /> <br />
