Resolution No. 55 <br /> Series 2010 <br /> A RESOLUTION OF THE LOUISVILLE CITY COUNCIL URGING LOUISVILLE <br /> CITIZENS TO VOTE NO ON PROPOSITION 101, AMENDMENT 60 AND <br /> AMENDMENT 61 ON THE NOVEMBER 2, 2010 STATEWIDE ELECTION BALLOT, <br /> CONCERNING RESTRICTION OF STATE AND LOCAL REVENUES <br /> WHEREAS, state voters will have the opportunity at the November 2 statewide general election <br /> to protect the fiscal health of local government by defeating Proposition 101, Amendment 60, and <br /> Amendment 61; and <br /> WHEREAS, to keep City of Louisville "City") expenditures lower than available revenue during <br /> this current economic downturn, the City has already reduced staff and employee benefits and scaled <br /> back or eliminate services and programs including the annual 4 of July festivities, the branch recycling <br /> facility, senior services and others; and <br /> WHEREAS, these amendments and proposition would individually and collectively significantly <br /> reduce or otherwise restrict both state and local revenues in a number of different ways including but not <br /> limited to: specific ownership taxes, telecommunication taxes, state income taxes, state shared revenues <br /> to assist municipalities with local street and transit improvements, other state grants and loans to help <br /> local government, and property taxes; and <br /> WHEREAS, the ability to finance long -term capital improvements like water and wastewater <br /> treatment plants, recreational projects, fire stations, and other public facilities would be dramatically <br /> impaired by the restrictions on debt financing as proposed by Amendment 61; and <br /> WHEREAS, the police, library, recreation and senior services, public works infrastructure, <br /> community events and other services and programs in the City would be limited or curtailed by the <br /> numerous restrictions and revenue reductions proposed by these three measures; and <br /> WHEREAS, the City is concerned about the impact these three measures would have on our <br /> ability to work effectively with other local governments through intergovernmental agreements; and <br /> WHEREAS, a number of prominent individuals, newspapers, and organizations including the <br /> Colorado Municipal League oppose these measures because they would dramatically impair the ability of <br /> the State of Colorado, school districts and of local communities to provide core public services; and <br /> WHEREAS, state law allows the City to adopt this resolution as a statement of opposition to the <br /> measures known as Proposition 101, Amendment 60, and Amendment 61; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> LOUISVILLE, COLORADO, that the City opposes Proposition 101, Amendment 60, and Amendment 61 <br /> and urges our citizens to vote against all three ballot measures. <br /> OZ,. p'�I ND ADOPTED this JI day of 4i I .d a 4 2010. <br /> 4 jr <br /> %A 0 h. <br /> eve arles Sisk, Mayor <br /> v <br /> N J <br /> S; s1 woao <br /> l i <br /> Nancy Varra, ity Clerk <br /> Resolution No. 55, Series 2010 <br /> Page 1 of 1 <br />
