City Council <br /> Meeting Minutes <br /> April 20, 2010 <br /> Page 6 of 12 <br /> RESOLUTION No. 12, SERIES 2010 A RESOLUTION APPROVING A <br /> PRELIMINARY SUBDIVISION PLAT AND A PRELIMINARY DEVELOPMENT PLAN <br /> FOR THE 390.013 -ACRE CONOCOPHILLIPS CAMPUS <br /> Mayor Sisk noted there was Council discussion relative to revising Resolution No. 12, <br /> Series 2010 Section 1 (g) and (h). He asked if Council was opposed to the deletion of <br /> Section 1(g). There was no opposition. He asked Councilors if they opposed the <br /> deletion of Section 1(h). Councilors Muckle and Yarnell were opposed. <br /> MOTION: Mayor Sisk moved to approve Resolution No. 12, Series 2010, with the <br /> deletions of Section 1 (g) and (h), seconded by Mayor Pro Tem Marsella. All were in <br /> favor. <br /> Mayor Sisk introduced Don Marostica, Colorado Executive Director of States, Office of <br /> Economic Development and International Trade. Mr. Marostica stated the <br /> ConocoPhillips development is important to the region and the State of Colorado. <br /> ORDINANCE No. 1570, SERIES 2010 AN EMERGENCY ORDINANCE OF THE <br /> CITY OF LOUISVILLE AMENDING ORDINANCE No. 1561 TO EXTEND THE <br /> TEMPORARY MORATORIUM ON THE ACCEPTANCE, PROCESSING, OR <br /> ISSUANCE OF APPLICATIONS OR REQUESTS FOR BUSINESS REGISTRATION, <br /> SALES TAX LICENSES, BUILDING PERMITS, AND CERTIFICATES OF <br /> OCCUPANCY FOR MEDICAL MARIJUANA DISPENSARIES WITHIN THE CITY OF <br /> LOUISVILLE PUBLIC HEARING <br /> Mayor Sisk requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1570, Series 2010, and noted it is an <br /> Emergency Ordinance, requiring an affirmative vote of two- thirds of the entire Council <br /> and would take effect upon final adoption. <br /> Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> Police Chief Goodman explained Ordinance No. 1570, Series 2010 is an extension of <br /> Ordinance No. 1561, Series 2009, adopted on October 20, 2009. Ordinance No. 1561, <br /> Series 2009 established a temporary moratorium until May 15, 2010 on the acceptance, <br /> processing for medical marijuana dispensaries within the City of Louisville until the issue <br /> could be reviewed by the State legislators. He reviewed recent state legislators' <br /> activities of medical marijuana dispensaries. Five bills dealing with the dispensing of <br /> medical marijuana were introduced. One was an appropriation bill for the Department <br /> of Health, which passed. Two other bills are currently being reviewed; one is a Senate <br /> Bill dealing with Doctor /Patient relationships, which will not affect dispensaries and the <br /> second is House Bill 1284, a 49 -page document dealing with local authority. It is <br /> unknown whether House Bill 1284 will pass by the end of the session. Ordinance No. <br /> 1570, Series 2010 extends the temporary moratorium for an additional three months <br />
