Public Works Director Phare <br /> explained State and Federal funds may be used first before any local funds are used. <br /> There are funds available in the City's budget for property allocations. <br /> Mayor Pro Tem Marsella asked if announcements and notices will be placed on the <br /> City's website. Public Works Director Phare confirmed notices would be put on Channel <br /> 8 and on the City's Web Page. <br /> MOTION: Mayor Pro Tem Marsella moved to award the State Highway 42 /South <br /> Boulder Road Project to Asphalt Specialties Company in the amount of $1,510,989.92, <br /> approval of $24,000 in contingencies and authorization for the Mayor, Public Works <br /> Director and City Clerk to execute the contract documents. Councilor Muckle seconded <br /> the motion. Roll call vote was taken. The motion carried by a vote of 7 -0. <br /> RESOLUTION No. 26, SERIES 2010 A RESOLUTION APPROVING A GRANT OF <br /> EASEMENT AND TEMPORARY WORK EASEMENT BETWEEN THE CITY OF <br /> LOUISVILLE AND PUBLIC SERVICE COMPANY OF COLORADO <br /> Mayor Sisk requested a Staff presentation. <br /> Public Works Director Phare explained Public Service Company (Xcel Energy) is <br /> requesting a 10' x 90' medium pressure gas pipeline easement on the City Shops <br /> property adjacent to the Highway 42 Regulator Station and temporary use of the City <br /> Shops access area off of Highway 42. Xcel prepared easement documents and offered <br /> compensation for two easements. <br /> For underground pipeline easements value has typically been 40 to 50 percent of fee <br /> simple interest depending on what, if any, surface restrictions are associated with the <br /> easement. In this case the surface right which is used by the City Shops as an access <br /> and storage area will still be available to the City. Providing an easement will preclude <br /> this property from having future permanent surface improvements. However, none were <br /> anticipated given its location and proximity to the high and medium pressure gas <br /> distribution facilities. The easement value is approximately $2.78 per square foot for the <br /> 900 sq. ft. easement. The City will receive $4,393 for providing a Temporary <br /> Construction Easement and Permanent Pipeline Easement. Staff recommended City <br /> Council approve Public Service Company of Colorado Easement for an Underground <br /> Gas Pipeline and Temporary Work Space Easement Agreement for installation of <br /> underground gas pipeline facilities. <br /> APPLICANT PRESENTATION <br />
