Posted in City Hall, the Louisville Public <br />Library, the Recreation Center and the Courts and Police Department Building and mailed to the <br />surrounding property owners on April 21, 2006. The agenda was posted on the City's web site <br />and at City Hall, the Louisville Public Library, the Recreation Center and the Courts and Police <br />Department Building on May 5, 2006. <br /> <br />Conflict ofInterest and Disclosure: None heard <br /> <br />Staff Report of Facts and Issues: <br />Wood provided the following summary statements: <br />. Request a final PUD to renovate an existing building structure for retail and office space. <br />Does not include building expansion. <br />. Architectural modifications are proposed to break up the horizontal proportions of the <br />building into more defined modules through the use of metal, stucco and glazing to create <br />the storefront facade. <br />. A request of relief from the building height to increase the building parapet height up to <br />30'. <br />. Signage request is consistent with the current Downtown Design Guidelines. <br />. Minimal architectural lighting is being added to the existing structure. <br />. The PUD proposes no building expansion so it does not trigger the requirement for a <br />parking review. The site has 27 spaces which exceeds the number of spaces required. <br />. Staff is recommending approval with two conditions: <br />1) Prior to review by City Council that the applicant shall secure written consent <br />from Xce1 for the dumpster enclosure encroachment or relocate the dumpster. <br />2) The applicant shall revise the PUD site plan to reflect the installation of a low <br />hedge on either side of the access drive at Front St. Such landscape installation <br />should be reviewed for height so as not to impair sight distances at the access <br />point. <br /> <br />Commission Questions of Staff: <br />Deborski inquired about handicap accessibility and parking. <br />Wood stated that the applicant should address those questions. <br /> <br />Applicant Presentation: <br />Erik Hartronft provided a brief overview of the history of the building and the intent of the re- <br />development of the 'Old' Library. He also discussed the handicap access features of the building <br />and how they will be included in the design of the interior remodels. He also requested a friendly <br />amendment to Condition #1 regarding the dumpster enclosure as follows: 'or allow the reduction <br />of 1 parking space to accommodate the dumpster enclosure.' <br /> <br />Commission Questions of Applicant: <br />Lipton identified some differences in the landscape design between the difference set of <br />documents provided for the meeting. <br /> <br />Members of the Public: None heard. <br /> <br />Commission Questions of Staff and Applicant: No additional questions <br />
