City Council
Meeting Minutes
August 17, 2010
Councilors voiced their appreciation to Finance Director Watson for clarifying questions
on the audit. It was noted the City has a very strong cash balance; the City's assets
have grown and liabilities have gone done. They congratulated the City Staff for their
work on the budget and thanked Finance Director Watson, his Staff and City Manager
Fleming for their work and professionalism.
RESOLUTION No. 46, SERIES 2010 A RESOLUTION DESIGNATING THE BALL
HOUSE, 1117 JEFFERSON AVENUE, AN HISTORIC LANDMARK Public Hearing
Mayor Sisk opened the public hearing and requested a Staff presentation.
Planning Director Russ explained the applicant is requesting local landmarking of his
historical residential structure located at 1117 Jefferson Avenue, which is known as the
Ball House. The house was built in 1909 and is of a Victorian Queen Anne style of
architecture. Between 1908 and 1918 the property was the home of Harrison and Nettie
Ball. The home is of particular importance because their daughter Mary Ethel Ball was
the first female institutional representative, while acting Dean of Students at CU Boulder
in the 1930's. The home is currently owned by Robert Dressler and Rosann Messere.
There have been minor alterations to the home but the primary front portion is intact and
in character. He noted Landmarks must be at least 50 years old and meet one or more
of the criteria for architectural, social or geographic /environmental significance.
APPLICATION PRESENTATION
Mr. Dresser thanked Council for landmarking his property and stated he looks forward
to further restoring his home.
MOTION: Councilor Muckle moved to approve Resolution No. 46, Series 2010,
seconded by Councilor Clabots. All were in favor. Absent. Councilor Yarnell.
RESOLUTION No. 47, SERIES 2010 A RESOLUTION DESIGNATING THE JACOE-
CONARROE HOUSE, 1131 JEFFERSON AVENUE, AN HISTORIC LANDMARK
Public Hearing
Mayor Sisk opened the public hearing and requested a Staff presentation.
Planning Director Russ requested a continuance on Resolution No. 47, Series 2010.
He explained the applicant is bringing forward additional information on the property.
MOTION: Mayor Sisk moved to continue the public hearing on Resolution No. 46,
Series 2010 to the September 21, 2010 City Council meeting. Councilor Clabots
seconded the motion. All were in favor. Absent: Councilor Yarnell.
