City Council <br /> Meeting Minutes <br /> September 7, 2010 <br /> Page 5 of 12 <br /> seeking a lease for approximately 2,200 square feet in the basement of the subject <br /> property and will include a book store. The property is currently zoned Commercial <br /> Community (CC). <br /> The applicant currently has a congregation of 25 -50 people. The parking supply of 27 <br /> spaces accommodates a congregation of approximately 81 members. The applicant <br /> proposes to expand the church to approximately 100 150 people, which will increase <br /> the parking demand to a range between 33 and 50 spaces. Due to the limited parking <br /> for this site, Staff recommends the applicant be required to amend the PUD when the <br /> church exceeds 80 members. For the church to exceed 80 members, a third party <br /> parking agreement would have to be secured prior to expansion. Staff recommended <br /> approval of the special review request with three conditions. <br /> APPLICANT PRESENTATION <br /> Reverend Scott Kelly, Pastor of the Christ Church, thanked Council for considering their <br /> request. If their request is approved, they hope to begin services soon. He was <br /> available to answer Council questions. <br /> COUNCIL COMMENTS <br /> Councilor Muckle asked how much of the basement would be used. Reverend Kelly <br /> stated the church would occupy Suite 140, which is 2,200 SF on the main floor and they <br /> propose to lease class room space, in the lower level, for Sunday school. Reverend <br /> Kelly explained the Christ Church is a 3 -year old church who has sought to be good <br /> neighbors by sponsoring the Winter Skate program and been active participants in the <br /> Farmer's Market, the Fall Festival and the Street Faire. <br /> Councilor Sackett felt the Christ Church would be a fine addition to the downtown area. <br /> Mayor Sisk also supported the church use, but asked how the church membership <br /> would be monitored. Principal Planner McCartney stated it would be on the honor <br /> system and on a complaint basis. City Attorney Light noted the Louisville Municipal <br /> Code refers to the number of seating, which translates into a parking requirement. <br /> Reverend Kelly stated their goal is not to build a mega- church, but to start and support <br /> other churches in Boulder County. <br /> MOTION: Councilor Sackett moved to approve Resolution No. 51, Series 2010, <br /> seconded by Councilor Muckle. All were in favor. <br /> DISCUSSION /DIRECTION /ACTION SOLAR POWER PURCHASE AGREEMENTS <br /> Mayor Sisk explained the Staff is requesting direction on solar power purchases. City <br /> Council received a confidential memorandum from the City Attorney relative to the <br /> negotiations of solar power purchase agreements. He did not feel decisions should be <br />
