City Council <br />Study Session Summary <br />September 14, 2010 <br />Page 2of 4 <br />2009/2010 Work Items(not in priority order): <br />Downtown Parking Study <br />–Ordinance prepared. Supporting <br />Parking/Pedestrian Action Plan starting in July 2010.Looking at near and <br />long term demand of parking. Ordinance to Planning Commission and <br />Council in October.The Mayor congratulated Planner, Gavin McMillan, <br />and the remainder of the Planning staff, and the Planning Commission on <br />a job well done on the Downtown Parking and Pedestrian Action Plan. <br />st <br />Downtown Sign Manual <br />–Ordinance, 1reading, to Council on 9/21/10. <br />Planning Commission worked with Planning staff on this document. <br />nd <br />Council, 2reading, public hearing, on 10/5/10. <br />Green Building Program <br />–Applied for grant for education outreach but <br />did not receive. Received Council support for the green building program. <br />Also encouraged to go forward but to be careful of budgetary issues. <br />Revisit Old Town Overlay District and Downtown Framework Plan as <br />Related to Historic Preservation <br />–No changes to downtown manual <br />except for signage. Staff wants better process for demolition permits. <br />Landmarking requests have increased as a result of a meeting held with <br />homeowners. <br />Subdivision Re-Plat Review Criteria – <br />No progress to date. Need to <br />revisit. <br />Revisit Telecommunications/CRMS Facility Regulations <br />–Wants to <br />bring the City up to the latest standards. Moved out to Spring of 2011. <br />Open Space Zoning Designations – <br />Reported that Parks and <br />Recreation Comprehensive Master Plan will give staff a good mapping <br />inventory. Targeting a draft interim ordinance outby 2011. It was <br />suggested the current Open Space Management Plan offers a lot of <br />information organized by property. Staff should focus on the properties <br />where we have a legal description and for those properties that don’t have <br />exact legal descriptions to define in future. <br />Hwy 42 Corridor – <br />LRC scheduled at the 9/28 Study Session. Need to <br />further considerthe Hwy 42 Access IGA working with CDOT, DRCOG, <br />Boulder County and landowners. Planning staff will be available and <br />respond to landowners’requests. <br /> <br />
