Planning Commission
Meeting Minutes
MAY 25 2006

Simmons used the 2005 DRCOG figures to report the following: 83.5% single-family vs. 15.1%
multi-family.

Public Comments:
Kerry Lowe, 749 Paschal Dr., Lafayette expressed concerns with traffic and the need for a signal
at Paschal and 95th Street.

Jen Lowe, 749 Paschal Dr., Lafayette, discussed the differences between the Louisville
Municipal Code and the proposed project regarding density and lot size.

Julian Alexander, 595 E. Sutton, Lafayette, discussed the effect the development will have on the
wildlife, open space and views.

Julie Sapena, 325 Driftwood Cr., Lafayette, expressed concerns with the following: density,
traffic, impact on the environment and quality of life.

Chris Giles, 724 Paschal Dr., Layette, discussed Hecla Lake and difference between acre feet
and gallons of water. He also discussed the proposed density for the site.

Doug Grinbergs, 531 W. Sycamore Cr., Louisville, discussed the importance of 'Green
Building'. He encouraged the Commission to consider discussions with Lafayette regarding any
proposals for open space at the site.

Public Hearing Closed / Commission Comments:
Dalton had the following comments:
1) The owner has entitlements to develop the property and the process should move forward.
2) The Commission should use the Comprehensive Plan as their guide for Opportunity Area
# 1 and the review of this application.
3) He supports a reduction in the number of single-family units with a range of375 - 417
units.

Hartman had the following comments:
1) The housing density should be reduced.
2) She supports the Louisville Housing Authority request to include affordable housing
units.
3) The Art Center is not the responsibility of a developer and there needs to be more input
from the residents of Louisville regarding an Art Center.
4) She thanked the residents of Louisville and Lafayette that have come to make public
comment.

Loo had the following comments:
1) The open space discussion should have occurred years ago between Lafayette and
Louisville. The Louisville Open Space Advisory Board has gone on record of not using
funds to purchase open space in this proposed area of Louisville.
2) The number of units should be reduced and recommends that the difference between the
entitlements and the proposal should be split which would be approximately 382 units.
3) What does 'a significant hazard' mean in regards to Hecla Lake?
4) More discussion / study on the encumbered land and its relationship to open space and
Hecla Lake.
5) The street design / layout still need to be reviewed.
6) She thanked John Leary for his interest in the fiscal analysis.
