<br />Planning Commission <br />Meeting Minutes <br />JULY 13, 2006 <br />Page 3 of 13 <br /> <br />Lipton noted a letter from the Deborski Family had been submitted. He requested a motion to <br />enter that letter into public record. <br /> <br />Pritchard moved and Sheets seconded a motion to enter the letter into public record. Motion <br />passed by voice vote. <br /> <br />Staff Report of Facts and Issues: <br />Wood provided the following summary: <br />. The boundaries of the Urban Renewal Area are based on the HWY 42 Framework Plan <br />area boundaries, input gained during the comprehensive planning process and findings of <br />a detailed conditions survey which illustrated areas of need (current and future). <br />. The Urban Renewal Plan (Plan) is very general in nature and supported by a conditions <br />survey and an impact report. <br />. The Plan includes the following specific sections of interest to the Planning Commission: <br />(he briefly discussed each section) <br />~ 1.3, Purpose of the Plan <br />~ 1.4, Public Participation <br />~ 3.0, Relationship to Comprehensive Plan <br />~ 4.3, Development Standards <br />~ 4.4. 1, Infrastructure <br />~ 5.1, Property Acquisition and Land Assemblage <br />~ 6.1, Public Investment Objective <br />~ 6.3, Tax Increment Financing <br />. The Urban Renewal Law requires that the Plan be submitted to the Planning Commission <br />for the purpose of making a recommendation to City Council as to whether the Plan is in <br />conformance with the Comprehensive Plan. <br />. The Plan does not include any proposed changes to existing zoning, development <br />standards, density, design guidelines or other land use plans or regulations. <br />. The proposed Plan provides that it will follow and seek to implement the Comprehensive <br />Plan and other land use plans and regulations as are developed and adopted by Planning <br />Commission and City Council from time to time. <br /> <br />Wood recommended approval of Resolution No. 21, Series 2006 based on the following <br />findings: <br />1) The Plan is in conformity with the City of Louisville Comprehensive Plan 2005 Update, <br />and the Highway 42 Revitalization Area Comprehensive Plan subarea plan; <br />2) The Plan does not seek to amend or alter the Comprehensive Plan, but rather supports, <br />implements, and will further the Comprehensive Plan; and <br />3) The Plan is in conformance with the goals, principles, and policies of the Comprehensive <br />Plan, including and without limitation, those listed in Section 3.0 of the Plan. <br /> <br />Commission Questions of Staff: <br />Loo asked when the Planning Commission might have the Highway 42 Revitalization Area <br />Design Standards and Guidelines come before them as a public hearing. <br /> <br />Wood replied that it will probably come in late 2006 or early 2007. <br /> <br />Sheets asked if there were any proposals to be reviewed. <br />
