(a) Whenever any police officer finds a vehicle, attended or unattended, standing upon any portion of a street or highway right -of way within the city in such a manner as to constitute a violation of section 1210 of this code, or left unattended on public property, including any portion of a street right -of -way for a period of 24 hours or more, such officer shall require such motor vehicle to be removed or cause the same to be removed and placed in storage in any impound lot designated or maintained by the law enforcement agency employing such officer. (b) Whenever any police officer finds a motor vehicle, attended or unattended, standing upon any portion of a street right of -way in such a manner as to constitute an obstruction to traffic or proper street maintenance, such officer is authorized to cause the motor vehicle to be moved to eliminate any such obstruction; and neither the officer nor anyone acting under his direction shall be liable for any damage to such motor vehicle occasioned by such removal. (2) Disposal of abandoned vehicle. Disposal of any vehicle impounded pursuant to this section will be in accordance with section 42 -4 -1804, C.R.S. K. Section 1212, Parking not to obstruct traffic or maintenance, is added to read as follows: 1212. Parking not to obstruct traffic or maintenance. (1) No person shall park any vehicle upon a street or highway in such a manner or under conditions as to interfere with the free movement of vehicular traffic or proper street or highway maintenance. (2) Any person who violates this section commits a class B traffic infraction. L. Section 1406, Foreign matter on highway prohibited, subsection (5) is amended to read as follows: (5) (b) (II) Any person who violates paragraph (a) of subsection (1) of this section by throwing or depositing a container of human waste upon or along any highway shall be punished by a fine of $500.
