Proposed Management Fee Agreements 2011- 2013 <br />Lisa provided copies of the proposed management fee. Steve asked if we should vote on it <br />and Scott asked if there is a resolution. Lisa wants to discuss before she does a resolution <br />and bring to the next board meeting. Lisa went over costs from year 2000 to 2009. Lisa <br />pointed out the total costs increased over the years.. Steve asked if the exact same formulas <br />are used across the board for all properties and Lisa confirmed this is the same fee for all <br />properties managed by BCHA including BCHA owned properties. Frank stated we do more <br />than just a property management company would. Scott asked Rob what he thought about <br />this and he agrees because we do more by offering more services then the private sector but <br />we are public housing. Frank commented on the fee and described the role of the authority <br />and potential role in contracting out to a private entity. If wanting to get a private bid, all <br />bids for the .various services will have to be contracted out and effectively managed. The <br />LHA Board will need to ensure an apples to apples comparison of what is occurring. Steve <br />just wants a better understanding of the fee. Frank stated that this applied through a HUD <br />approved cost allocation Methodology. Steve questioned what additional services we are <br />providing. One is elderly service coordinator, coordination of the HUD compliance and <br />reporting and managing the Authority. Frank stated the residents get other services free of <br />cost like: Housing Counseling program; Family Self Sufficiency program; financial <br />management; Weatherization program; and elderly services. Frank states we are not just a <br />leasing company, but managing everything in a totality. Rob asked if this is something the <br />city could do or own. Steve states they are happy with the level of service we are providing. <br />Sheri states that we have performed well over the last 37 years. This type of work requires a <br />number of contracts and staffing. Rob also likes the way it has been managed. If the board <br />would like to reduce costs in the properties that could be accomplished through a variety of <br />Board- determined cuts, but that staff cannot change the cost allocation plan. Walt <br />commented on the fee that it has been pretty even over the years. Lisa stated fee will <br />increase if overall costs go up and decrease if costs go down. In 2007 -2008 there was a <br />decrease in the fee. Steve asked Lisa to prepare resolution for next month's meeting. <br />Update on East St. Operating Reserve <br />There is not much, Lisa had a legal staff member write up justification in reference to the <br />partnership agreement and Louisville not being obligated to fund. Lisa contacted US bank <br />regarding notifying and stating that our interpretation does not require having funds come out <br />from Louisville Housing Authority operating reserve but from future cash flow at Sunnyside. <br />Staff has not heard back from US Bank on their concurrence with our assessment. Lisa states <br />we are not transferring monies as of right now <br />Discussion regarding City of Louisville City Council Study Session October 26 2010 <br />What topics we want on the table for discussion. Steve suggested Habitat update. Walt is <br />full member and the other opening will be filled. Frank needs Habitat on next month's <br />agenda. Another item is the Bennett property per Steve if we still contemplating it <br />Bonnie asked Sheri if all council members are aware of the properties. Showing a power <br />point with pictures of some of the properties would be nice. Sheri wants the windows here at <br />Sunnyside highlighted, solar at acme and a resolution on Amendment .60: Frank stated that <br />in years prior we used a booklet rather than power point because it is more efficient. <br />
