Historic Preservation Commission <br />Meeting Minutes <br />August 16, 2010 <br />Page 6 of 8 <br /> <br /> <br /> Currently demolition permits may remain open until they have been <br />issued. <br /> <br /> Issuance of the permit requires payment. <br /> <br /> Until the permit is issued there is no expiration on the permit. <br />Stewart stated this is a slippery slope. The Commission does not want the <br />structures to be demolished, but they also don’t want the permit to be open <br />forever. <br />John Leary asked staff if someone can get a demolition permit without first <br />receiving a planned unit development. <br />McCartney answered in the affirmative. <br />Stewart stated he would support an application process, similar to what staff is <br />recommending. <br />Poppitz stated the application process should include review of a concept plan so <br />the Commission can see what is to be placed on the site following demolition. <br />Lewis stated the HPC has never been a review board and she is worried the <br />HPC would be overstepping their boundaries. <br />Russ stated if all of the demolition permits were required to have been acted on, <br />there would be numerous vacant lots in Old Town. <br />Muckle asked about economic considerations – would someone really demolish <br />their property if they could get rent. <br />Stewart stated he liked the concept plan review idea. <br />Russ stated staff can bring back some ideas regarding concept review. <br />Lewis stated she would like to prevent numerous vacant properties from <br />happening. <br />Koertje stated he was leery about releasing the 180 day expiration trigger. <br />Russ stated staff would bring back language for HPC to review. The amended <br />language could also require an application fee. <br />Update/Discussion/Action – 2011 Proposed Budget <br />McCartney presented the memo included in the packet. <br />The Commission discussed the budget and recommend minor changes. <br /> <br />
