Historic Preservation Commission
Meeting Minutes
September 20, 2010

Lewis stated she believed the structure would have complied both architecturally and
socially. She stated the out buildings are in the same location as shown in the 1948
Assessor photo. The commission is placed in a difficult position because the structure
is part of an approved PUD.
Stewart directed staff to provide photo documentation of the existing structure, prior to
demolition.
Koertje asked for a motion.
Stewart made a motion to release the demolition permit with a condition. Staff and
applicant are to provide photo documentation.
Tofte seconded the motion. The motion carried 5 - 0.
Lewis asked to allow for a select number of commission members to visit the site for
salvaging.

The commission agreed.
Update/Discussion/Action – Incentive Grant – 557 Jefferson Avenue
McCartney presented the staff report and PowerPoint presentation. He stated the
applicant, Ann Marie Spear, is requesting a Preservation and Restoration Incentive
Grant to allow for new screens at 557 Jefferson Avenue. He continued to state this
structure recently received landmark status.
Koertje asked if applicant had received the $1,000 incentive grant.
Staff answered in the affirmative.
Ann Marie Spear presented her request. She stated the existing screens are 54 years
old and are pulling away from the house. She also stated the gutter on the south side of
the house is very much in disrepair.
Muckle asked if the new screens were going to be metal or wood. She also asked if the
old screens were wood.
Spear answered the new screens are going to be metal and the old screens were metal.
Muckle asked what the appearance of the new screens were going to look like.
Spear stated they are very nice looking and stated the company she chose is very
reputable.
Lewis asked if the gutters would be replaced with the same profile.
Spear stated they will match exactly.
Koertje asked if Spear had found the process easy enough.
Spear stated it was easy but asked why the City Council needed to review the
application.
Muckle stated it was written into the code to allow for formal review by City Council.
