City Council <br />Meeting Minutes <br />September 21 2010 <br />Page 9 of 11 <br />RESOLUTION No. 56, SERIES 2010 — A RESOLUTION DESIGNATING THE ADKINS <br />HOUSE, 816 MCKINLEY AVENUE, AN HISTORIC LANDMARK <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />Planning Director Russ explained Resolution No. 56, Series 2010 designates the Adkins <br />House, located at 816 McKinley Avenue, a historic landmark. When this house was first <br />built it was neither a house nor on this lot. It was originally constructed in 1910 as a <br />carriage house for John and Margaret "Maggie" Thompson, whose primary residence <br />was addressed 301 Spruce Street. They owned Lots 12 through 18 in Louisville <br />Heights. The carriage house is of Greek Revival architecture and moved to its current <br />location in the 1939. The porch was enclosed in 1948; skylights were added in 1989, <br />and the current owners constructed an addition to the rear of the structure in 1995 for a <br />bathroom and mudroom. The home is owned by Julie Parmenter and Peter Weise. <br />Staff recommended landmarking the property because the architectural significance is <br />the most dominant element. Staff suggested this even though the structure was moved <br />to its current location in the 1930's and there is evidence the structure had minor <br />alterations to the original design elements of the house. <br />APPLICANT PRESENTATION <br />Ms. Parmenter shared a photo of Frank and Elizabeth "Lizzie" Adkins standing in front <br />of the house, where they lived for sixty years. She noted Frank and Lizzie are buried in <br />the Louisville Cemetery. <br />Mayor Sisk requested public comment and hearing none, closed the public hearing. <br />MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 56, Series 2010, <br />seconded by Councilor Clabots. Roll call vote was taken. The motion carried by a vote <br />of 6 -0. Absent: Councilor Muckle. <br />ORDINANCE No. 1578, SERIES 2010 — AN ORDINANCE AMENDING SECTION <br />1.24.010 OF THE LOUISVILLE MUNICIPAL CODE TO REVISE THE RATE FOR THE <br />CREDIT FOR TIME SERVED FOR ANY PERSON IMPRISONED FOR THE <br />NONPAYMENT OF A FINE AND AMENDING SECTION 9.46.040 A OF THE <br />LOUISVILLE MUNICIPAL CODE PERTAINING TO PRIMA FACIE EVIDENCE FOR <br />SHOPLIFTING — 2nd Reading <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Light read Ordinance No.1578, Series 2010. <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />25 <br />
