LL C1tyof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM <br />COLORADO • SINCE 1878 <br />SUBJECT: ORDINANCE NO. _, SERIES 2024 — AN ORDINANCE <br />AMENDING CHAPTER 15.18.030 OF THE LOUISVILLE <br />MUNICIPAL CODE CONCERNING THE 2021 INTERNATIONAL <br />ENERGY CONSERVATION CODE — 1St READING — SET <br />HEARING 4/16/24 <br />DATE: MARCH 19, 2023 <br />PRESENTED BY: ROB ZUCCARO, AICP, COMMUNITY DEVELOPMENT <br />DIRECTOR <br />SUMMARY: <br />Attached for consideration on first reading, and to set the public hearing for April 15 <br />2024, is a draft ordinance amending Louisville Municipal Code Section 15.18.030. The <br />proposed ordinance is the result of staff research and public input on how to ensure the <br />feasibility of implementing the City's amendments to the 2021 International Energy <br />Conservation Code (IECC). The proposed code update provides alternative paths to <br />meet the intended code outcomes, clarifies certain aspects of the code, streamlines <br />certain administrative procedures, and aligns the code with equipment and material <br />availability. Specific changes to the code include the following: <br />- Specifies that the commercial all -electric space and water heating requirement <br />only applies to all new construction and removes any standards for additions and <br />alternations to existing commercial buildings. <br />- Allows gas backup space heating equipment for the commercial all -electric space <br />heating standards. <br />- Removes post -construction documentation, one-year compliance check, <br />monitoring and metering requirements for new commercial construction subject <br />to Appendix PT, Energy Use Intensity (EUI) modeling standards. <br />- Clarifies the EUI standards applicable to small office development between 0- <br />5,000 sq. ft. <br />- Clarifies that R-1 and R-2 occupancies shall be subject to Appendix PT, the EUI <br />modeling standards, rather than Appendix RC, Zero Energy Residential Building <br />Provisions. <br />- Amends the commercial door U-value to match market availability of commercial <br />type doors. <br />- Changes the minimum glazing standards for industrial and warehouse <br />development to be measured by wall area rather than floor area. <br />- Corrects missing commercial R-values for insulation of metal buildings, and for <br />piping and ducting. <br />- Adds minimum heat pump standards for both commercial and residential <br />development to ensure that they are climate appropriate. <br />CITY COUNCIL COMMUNICATION <br />11 <br />
