J. Through this IGA, the Parties are making a clear commitment to racial equity as a <br />central tenet in this collaborative regional work. Shared regional housing challenges are rooted in <br />historical practices, processes, and policies that have systematically racialized space by limiting <br />access for Black, Indigenous, and People of Color (collectively `BIPOC") to safe, stable, and <br />affordable housing in the communities in which they choose to live. Interrupting the history of <br />racial segregation is an intended consequence of this collaborative regional work; and <br />K. While the City of Louisville is individually responsible for centering racial equity <br />in its local affordable housing rental and homeownership programs, the Parties will strive to <br />collectively achieve housing access for BIPOC communities, and foster support and <br />accountability in this process. Collaborative activities may include collecting racialized housing <br />data, leading community engagement activities, including those targeted and co -created with <br />BIPOC communities, and ensuring elected officials, when making policy decisions, are aware of <br />and considering racial equity impacts; and <br />The interests of the public are best served by the Parties entering into this IGA. <br />NOW THEREFORE, in consideration of the Recitals, terms, conditions, and covenants <br />included in this IGA, the Parties agree as follows: <br />COVENANTS <br />Purpose. The purpose of this IGA is to create the Regional Affordable Homeownership <br />and Rental Compliance Program (the "Program") and define the structure of the Program <br />and govern the financial contributions from the Parties in support of this provision of <br />services. <br />2. Term. The term of this IGA shall commence as of the Effective Date. The IGA shall <br />continue for a term of seven years unless a Party elects to terminate this IGA at the end of <br />any calendar year, after giving 180 days' written notice. <br />3. Services Provided by the City of Boulder. <br />The City of Boulder will provide the following administrative services ("Services") while <br />supporting City of Louisville independence and autonomy: <br />a. Homeownership Services. The City of Boulder will provide administrative <br />services to market homes and process applications, verify eligibility of applicants, <br />prepare legal documents to add affordable restrictions to homes, and provide record - <br />keeping; <br />b. Rental Services. The City of Boulder will provide administrative services <br />to the City of Louisville and property management companies within the jurisdiction <br />which include providing training, technical assistance, monitoring, and direction of rental <br />properties to ensure owners/managers are adequately marketing their properties, <br />
