cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM <br />COLORADO • SINCE 1878 <br />SUBJECT: ORDINANCE XX, SERIES 2024 — AN ORDINANCE AMENDING <br />TITLE 17 OF THE LOUISVILLE MUNICIPAL CODE <br />CONCERNING ELECTRIC VEHICLE CHARGING <br />INFRASTRUCTURE — 15t READING AND SET PUBLIC HEARING <br />FOR APRIL 16, 2024 <br />DATE: MARCH 19, 2023 <br />PRESENTED BY: ROB ZUCCARO, AICP, COMMUNITY DEVELOPMENT <br />DIRECTOR <br />SUMMARY: <br />Staff is presenting a proposed ordinance that updates the City's standards for Electric <br />Vehicle Charging Infrastructure that must be installed with new development. The <br />update is intended to align with the standards set forth in the Colorado Model Electric <br />and Solar Ready Code, published by the Colorado Energy Office. <br />BACKGROUND: <br />The City adopted Ordinance No. 1816, Series 2021 on October 19, 2021, which <br />established Electric Vehicle (EV) Charging Infrastructure requirements for all new <br />residential and commercial developments in the City and additions that add 25% or <br />more new commercial building area or 50% or more new residential building area to an <br />existing development. The standards established categories for EV Installed, Capable <br />and Ready parking spaces. An EV Installed parking space is a fully functional charging <br />station. An EV Ready parking space is wired for a charging station but does not have <br />the charger installed. An EV Capable parking space has a conduit for a future wiring <br />and space reserved in the electrical service panel to install future wiring and a charger. <br />The City based the number of spaces required on a review of similar ordinances from <br />other jurisdictions and anticipated demand by use. Table 1 below summarizes the <br />currently adopted number of spaces required by use. <br />In 2021 and 2022, the City also adopted a series of building code amendments to <br />improve energy efficiency in new development and redevelopments. This included <br />adoption of the 2021 International Energy Conservation Code, with amendments, <br />requirements for all new commercial development to incorporate all -electric water and <br />space heating systems as a way to limit the use of fossil fuels, and a requirement for <br />certain commercial and multi -family developments to meet minimum Energy Use <br />Intensity (EUI) ratings. <br />CITY COUNCIL COMMUNICATION <br />
