• <br />• <br />• <br />the Chairman would not be present for a meeting. <br />By way of a secret ballot vote 3:2, Clark Metsker was elected as Chairman of the Board <br />of Adjustment and Bev Campbell was elected as Vice -Chairperson of the Board of <br />Adjustment. <br />Bev Campbell moved to approve the results of the election as it was so stated, and that <br />Clark Metsker would be the Chairman from this point on and Bev Campbell will be the <br />Vice -Chairman. Seconded by Paul Boland. <br />Roll Call Vote: Paul Boland, Yes; David Ford, Yes; John Benedetti, Yes; Bev, <br />Campbell, Yes; Clark Metsker, Yes. <br />B. Lot 2, Coal Creek Business Park. Floodplain Development Permit <br />application for parking lot construction in the 100-year regulatory <br />floodplain. <br />Public Hearing Open: <br />Ken Johnstone noted that in the case of a floodplain development permit, the hearing procedure <br />per Section IV of the Bylaws of the Louisville Board would apply. Clark Metsker went over the <br />procedures for a floodplain development permit. Ken Johnstone stated that the property has been <br />properly noticed and that it was mailed to surrounding property owners within 500-feet of the <br />property and the property was posted notifying of the floodplain development permit request. It <br />was also published in the Louisville Times on Saturday, March 28, 1998. <br />Board Disclosure: <br />All members verified that they have visited the property and had no contact with the applicant, <br />nor do they have any personal interest in the property. Ken Johnstone noted the documents <br />entered into the public record: the application from the applicant and property owner; the staff <br />report that was submitted to the board; the map titled "Flood Parking Map"; and this year's <br />existing and proposed grades and the applicable sections of the zoning code are all a part of the <br />public record; as well as correspondence from Johnston Engineering, Paul Weller, related to this <br />request. <br />Staff Presentation of Facts and Issues: <br />Ken Johnstone informed the board of the details of this matter as stated in the staff report. Staff <br />is recommending approval with some minor conditions. <br />2 <br />
