<br /> ANNEXATION POLICY <br /> Annexation of property to the City of Louisville for <br /> residential use shall occur after a review and determination of <br /> whether the proposed annexation meets the following criteria: <br /> 1 . Said property is located within the urban service area <br /> or planned urbanization area of the City of Louisville. <br /> 2 . The specific intended use, specific density and <br /> intensity of use be submitted in writing wi th the annexation request. <br /> 3 . The following factors shall be reviewed by the Planning <br /> Commission and the City Council of the City of Lo u i s v i 11 e with <br /> respect to all residential annexation requests: <br /> A) Whether the property is completely surrounded by the <br /> City of Louisville, whether the property is two-thirds contiguous <br /> wi th the City of Louisville or the degree of contiguity the property <br /> has with the City. It is the policy of the City that the fact the <br /> property is completely surrounded is a factor favoring annexation. <br /> B) The effect the annexation would have on utility <br /> services being provided by the City. A review should be made whether <br /> the property is currently receiving City services and whether <br /> services will affect the City's ability to provide utility services <br /> to it's residents. Substantial effect on water and sewer systems <br /> shall be a factor mitigating against annexation. <br /> C) The effect the annexation and development of the <br /> property would have on other City-wide services such as police <br /> protection, use of the library, use of parks and recreation <br /> facilities, and maintenance of other City improvements. <br />
