Y ♦ • 1 <br />MEMORANDUM <br />TO: Boulder County Commissioners <br />FROM: Ann Leffingwell <br />RE: Building Permits <br />DATE: May 29, 1975 <br />and Benny LaTorra <br />The Boulder County Assessor's office currently receives copies <br />of nine (9) different building permits. These are used to initiate <br />appraisal of new constructions, additions, remodels, etc. The <br />information contained in these permits range from inadequate to <br />redundant, with no two permits having any similarity. <br />During on site visits, it is often necessary to conduct a "sight" <br />or "window" type appraisal to avoid repeated visits to a particu- <br />lar site. More often than not, appraisers do not find occupants <br />at home at the time of appraisal. This is particularly true in <br />the mountains, but not necessarily restricted to that area. The <br />end result is either ommission of critical information or in- <br />clusion of information based on guess or estimate. This is <br />particularly true in determining type of heat, number of baths, <br />and fixtures therein, percentage of floor covering, etc. Since <br />the dollar value per item or square foot varies with type, a <br />significant disparity in the final total figure could exist. <br />A properly prepared building permit containing essential inform- <br />ation would lend itself to a more accurate and fair appraisal. <br />The taxpayer would. then receive assessed valuation notices <br />virtually free of errors. In addition, changes to records <br />which now must take place when contact is finally made with <br />owners, would be greatly reduced if not eliminated. <br />It is therefore recommended that a single, simple, standard <br />building permit be adopted for use in Boulder County. If <br />approved, the Boulder County Assessor's Office will assume <br />responsibility for production and distribution of permits.
