PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />NONE <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br /> AGENDA <br /> <br />Mayer congratulated the Louisville Police Department for solving some of the recent burglaries in and <br />around Louisville. He requested that the City Administrator update Council on the status of this case. <br /> <br />Davidson stated that in this past decade, a new water plant, golf course, recreation center, ball fields and <br />several new parks have been built in the City of Louisville. In addition, several million dollars were spent <br />on Downtown improvements, property taxes were lowered, the City budget was reduced and it <br />experienced a surplus each year over the past eight years. Plans for open spaces and the trails system were <br />developed and carried out. He stated that this Council and past Councils should be proud of these <br />accomplishments and the progress Louisville has made during this time. <br /> <br />ORDINANCE No. 1287, SERIES 1998 -AN ORDINANCE ESTABLISHING A PARKING <br />IMPROVEMENT FEE TO ASSIST IN MEETING PARKING NEEDS IN DOWNTOWN <br />LOUISVILLE, AND AMENDING CHAPTER 17.20 OF THE LOUISVILLE MUNICIPAL CODE <br />AND THE LOUISVILLE COMMERCIAL DEVELOPMENT DESIGN STANDARDS AND <br />GUIDELINES TO REQUIRE THAT ALL DEVELOPMENT EXCEPT RETAIL AND <br />RESTAURANT DEVELOPMENT WITHIN DOWNTOWN LOUISVILLE MEET SPECIFIC <br />OFF-STREET PARKING REQUIREMENTS OR, IN LIEU THEREOF, PAY A PARKING <br />IMPROVEMENT FEE - Public Hearing - 2nd READING continued from 11/17/98 (advertised <br />Louisville Times 10/28/98, 11/21/98) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />Sam Light, City Attorney, read by title only Ordinance No. 1287, Series 1998 - An Ordinance <br />Establishing a Parking Improvement Fee to Assist in Meeting Parking Needs in Downtown Louisville, <br />and Amending Chapter 17.20 of the Louisville Municipal Code and the Louisville COmmercial <br />Development Design Standards and Guidelines to Require That All Development Except Retail and <br />Restaurant Development Within Downtown Louisville Meet Specific Off-Street Parking Requirements <br />or, In Lieu Thereof, Pay a Parking Improvement Fee. <br /> <br />Davidson opened the Public Hearing and called for anyone wishing to speak on Ordinance No. 1287, <br />Series 1998 <br />Jay Berger, 1016 Main Street, Louisville, Colorado, stated that he was a member of the Downtown <br />Design Guidelines Steering Committee. They completed a document that was presented to the City in the <br />middle of 1998. He expressed concern that the document has not been reviewed by Council or adopted as <br />an official document of the City.
