City Council <br />Meeting Minutes <br />March 19, 2024 <br />Page 12 of 14 <br />Councilmember Hoefner agreed there are good reasons to say no and it is a tradeoff. <br />Mayor Leh stated there are real costs to doing it or not doing it. He is very concerned <br />about doing this at the expense of other priorities. <br />Councilmember Hamlington stated even if this does not pass tonight she wants the <br />business owners to know that the Council supports them, she is just not sure this is the <br />right course of action. <br />Councilmember Hoefner stated that Economic Vitality is clearly a high priority for this <br />Council. We asked staff to spend time on this and bring us a proposal and it is hard for <br />him to now say we should stop and start over again. <br />Councilmember Kern would like to find a middle ground that is more than the patios but <br />less than a full closure of the street. <br />MOTION: Councilmember Kern proposed a substitute motion to not close Main Street <br />but ask staff, the DBA, and the Chamber to come up with an enhanced patio program <br />for 2024. Mayor Leh seconded the motion. <br />VOTE: Substitute motion passed 5-1 with Councilmember Hoefner voting no. <br />Councilmember Dickinson recused. <br />Councilmember Bierman proposed an amendment to explore having staff consider <br />closing only the 600 Block of Main Street with a parking mitigation program. The <br />amendment died for lack of a second. <br />Mayor Pro Tern Dickinson returned to the room. <br />UPDATE — COMMUNITY RESILIENCE, MARSHALL FIRE RECOVERY <br />Continued to April 2. <br />RESOLUTION NO. 17, SERIES 2024 — A RESOLUTION SETTING CERTAIN WATER, <br />WASTEWATER, STORMWATER AND OTHER FEES, RATES, AND CHARGES FOR <br />THE CITY OF LOUISVILLE, COLORADO <br />Mayor Leh introduced the item. <br />Director Kowar stated this is the recommendation for the 2024 utility rates. This is the <br />culmination of a year's work with staff and the Finance Committee. What is adopted <br />tonight will be effective May 1. He reviewed 2023 noting a $1 M shortfall in the fund due <br />to wet weather and inflation. He reviewed water usage over the years and the impacts <br />of drought. He reviewed cost increases including inflation and construction costs. <br />
