City Council <br />Meeting Minutes <br />March 19, 2024 <br />Page 3 of 14 <br />Mayor Leh stated he joined the Northwest Mayors and Commissioners Coalition on its <br />annual lobbying trip to Washington DC. They met with the Colorado legislative <br />delegation to lobby for transportation funding for the region. <br />Mayor Pro Tern Dickinson thanked Public Works for the snow removal efforts last week. <br />Councilmember Fahey reported that at the April 2 meeting she will have a report on the <br />RMMA noise roundtable. <br />CITY MANAGER'S REPORT <br />City Manager Jeff Durbin thanked staff for keeping the equipment in the Council <br />Chambers working while we wait for new equipment to be installed. <br />REGULAR BUSINESS <br />RESOLUTION NO. 16, SERIES 2024 — A RESOLUTION AUTHORIZING THE <br />TEMPORARY CLOSURE OF PORTIONS OF MAIN STREET IN DOWNTOWN <br />LOUISVILLE FOR OUTDOOR DINING AREAS AND ACTIVATION <br />Mayor Leh introduced the item and asked for disclosures. <br />Mayor Pro Tern Dickinson stated he has an office in downtown for his company Fox <br />Property Management. In 2023, he also became a part owner in the downtown business <br />Old Friends. He stated there has been an accusation that he has a conflict of interest <br />related to this item as he may benefit by a closure of the street. <br />He stated the code of ethics notes that anyone with a financial interest in a decision <br />should not participate in the conversations or vote on that item. However, the code <br />states it is not a conflict of interest if the matter confers a similar benefit to all persons or <br />property similarly situated. He stated he feels confident that his ownership of his <br />businesses puts him in a similar situation to others who would receive a similar benefit. <br />However, as the formal ethics complaint has not been settled as of yet and he will wait <br />to see this play out so he has clarity that he can participate in such discussions. He <br />stated he would therefore recuse himself from this item tonight. He left the room. <br />Mayor Leh stated this item has generated considerable interest and he asked everyone <br />at the meeting to be respectful of others when they speak. <br />Community Development Director Zuccaro stated the City received a request from the <br />Downtown Business Association (DBA) asking for consideration of a seasonal closure <br />of Main Street to make it more pedestrian friendly and activate the area more, similar to <br />what was done during COVID. Council then asked staff to bring back a plan for such a <br />
