RATIONALE <br />Louisville's zoning and subdivision code has not been substantially updated <br />in decades. The current code creates barriers to efficient housing A S, <br />production and lacks proper incentives to effectively deliver the housing <br />types the City is prioritizing through this Housing Plan. Extensive changes to <br />modernize standards and incentives programs are needed to address the ➢ Housing Goals <br />needs outlined in this Housing Plan. <br />DESCRIPTION <br />The City has an opportunity through its comprehensive plan update to create a foundation to modernize <br />outdated development standards and procedures to better meet Louisville's current and future housing <br />needs. A key focus should be incentivizing needed and desired development outcomes that can support <br />a broader range of housing types. The City also has goals related to maintaining community character <br />(especially in Old Town and in the downtown core) and expanding transit access to help decrease <br />carbon emissions and meet climate goals, among other related goals that need consideration. Achieving <br />all of this will require clear policy, regulatory flexibility, and incentives. This action focuses on several <br />zoning tools for the City to address incentivizing desired outcomes related to: <br />Residential development downtown that can effectively meet the demand for smaller <br />housing units, while also promoting household growth that can, in turn, provide support for <br />businesses in the downtown area and beyond. <br />More supportive housing units for seniors that are safe, comfortable, and stable. <br />Income -restricted housing that can better support the diverse local workforce and the <br />region's most vulnerable populations. <br />Infill development that requires minimal changes to density and can help preserve existing <br />units and neighborhood character. <br />- Greater housing diversity achieved through new greenfield sites that can help meet a wide <br />range of housing goals more efficiently. <br />Louisville Housing Plan Part 4: Housing Strategies and Actions 48 <br />
