City Council <br /> Meeting Minutes <br /> October 5, 2010 <br /> Page 9 of 13 <br /> comments and Council direction during the October 19 public hearing, Staff will finalize <br /> the budget for adoption during the Council's November 1, 2010 meeting. <br /> MOTION: Mayor Sisk moved to set the formal public hearing on the 2011 Budget for <br /> October 19, 2010, seconded by Councilor Sackett. All were in favor. Absent: <br /> Councilor Clabots. <br /> RESOLUTION No. 60, SERIES 2010 A RESOLUTION OF THE LOUISVILLE CITY <br /> COUNCIL URGING LOUISVILLE CITIZENS TO VOTE YES ON BALLOT ISSUE 2D <br /> AT THE NOVEMBER 2, 2010 ELECTION CONCERNING THE CITY USE TAX <br /> Mayor Sisk requested a Staff presentation. <br /> Mayor Sisk explained the City Council's approval of Resolution No. 60, Series 2010, <br /> urges Louisville citizens to vote in favor of the City Use Tax, Ballot Issue 2D at the <br /> November 2, 2010 election. The passage of the measure is projected to raise <br /> approximately $500,000 to $800,000 annually. He noted the use tax would also help <br /> local business and restore some of the services and programs, which were cut in the <br /> 2010 budget. <br /> PUBLIC COMMENTS <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO agreed this use tax <br /> would help restore many of the programs cut in 2010. He noted when an appliance and <br /> other items outside of Louisville are purchased, a use tax is collected, however, that tax, <br /> does not come back to Louisville. <br /> Mayor Pro Tem Marsella noted Boulder County sent an Election Ballot Issue information <br /> Booklet to every household. She urged voters to read the information relative to <br /> Louisville Ballot Issue 2D, and the "Pro" statement, which outlines the tax and the <br /> benefits. <br /> MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 60, Series 2010, <br /> seconded by Councilor Yarnell. All were in favor. Absent: Councilor Clabots. <br /> DISCUSSION/DIRECTION/ACTION HISTORIC STRUCTURE ASSESSMENT <br /> GRANT LOUISVILLE GRAIN ELEVATOR <br /> Mayor Sisk requested a Staff presentation. <br /> Planning Director Russ explained the City Staff requests the approval of up to $40,000 <br /> in funding from the Historic Preservation Fund (HPF) for a Structural Assessment Grant <br /> to perform an architectural /structural evaluation of the Grain Elevator on Front Street. <br /> The Grain Elevator was built in 1908 and is historically and visually the most significant <br /> structure associated with the agricultural history in Louisville.
