City Council <br /> Meeting Minutes <br /> November 16, 2010 <br /> Page 5 of 11 <br /> Joe Stevens, Director of Parks and Recreation, stated these conservation easements <br /> date back to 1999, were amended in 2001 and concern the Northwest Parkway <br /> intergovernmental agreements with Boulder County, Broomfield and Lafayette. He has <br /> been working with Ellen Flanelly, Boulder County Open Space, who has worked with all <br /> the counterparts. He asked Council to pass the resolution and authorize the Mayor to <br /> sign the conservation easements. He thanked Attorney Light and Deputy City Manager <br /> Balser for their help with this matter. <br /> PUBLIC COMMENT <br /> Mayor Sisk called for public comment and hearing none, asked for Council comment. <br /> COUNCIL COMMENTS <br /> Mayor Sisk pointed out this was a matter of clean up and asked Attorney Light if this <br /> resolution embodies all the agreements from 1999. <br /> Attorney Light responded this paperwork takes care of the agreement which designated <br /> a plan area the parties meant to acquire as open space either by fee title or <br /> conservation easement and stated each party within the area would exchange <br /> conservation easements. <br /> MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 70, Series 2010, <br /> seconded by Councilor Muckle. All in favor. <br /> DISCUSSION /DIRECTION /ACTION REGULATION OF MEDICAL MARIJUANA <br /> (continued from 11/1/2010) <br /> Mayor Sisk requested a Staff presentation. <br /> Deputy City Manager Balser presented the three options staff compiled for Council's <br /> consideration for Medical Marijuana Operations (MMOs). <br /> 1. Ban MMOs by either a vote of the majority of the members of the City Council <br /> or by a vote of a majority of the registered electors of the City. <br /> 2. Allow MMOs and license them per state regulations. <br /> 3. Allow MMOs and license them with additional local licensing standards and <br /> regulations. This is similar to Option 2 but, in addition, the City could adopt <br /> licensing standards and location requirements beyond those set forth in House Bill <br /> 1284, including provisions concerning such things as additional or different <br /> distance restrictions, restrictions on the size of MMOs, limits on the total number <br /> of licenses issued, minimum security measures, hours of operation, restrictions <br />
