City Council <br /> Meeting Minutes <br /> December 7, 2010 <br /> Page 5 of 10 <br /> Mayor Sisk disclosed he resides within 500' of the proposed location for the directional <br /> siren. He requested Mayor Pro Tem Marsella preside over this agenda item. He <br /> recused himself and left the meeting room at 7:36 p.m. <br /> Mayor Pro Tem Marsella requested a Staff presentation. <br /> City Manager Fleming reported this matter came before the Council in the summer of <br /> 2008. The system was selected in April of 2009 and the three siren locations were <br /> recommended to City Council on October 27, 2009. <br /> Planning Director Russ reviewed the Special Review Use (SRU) is to allow for the <br /> placement of an Alternative Tower Structure (ATS) for the use of an omni directional <br /> siren based emergency mass notification warning system for the City of Louisville and <br /> the Boulder County Emergency Management Office on the City of Louisville's <br /> North Water Treatment Plant, located at 1955 Washington Avenue. <br /> The North Water Treatment Plant location is zoned Agricultural and surrounded by <br /> Boulder County and City of Louisville Open Space on the north, east and west; and <br /> residential low density, residential medium density and office to the south. The property <br /> is located at the northern end of the Davidson Mesa with the public reservoir and <br /> access road located on high ground with the site generally falling off to the north and <br /> east <br /> Public meetings brought concerns for impacted sight lines and an alternative location for <br /> the third siren was sought. The North Water Treatment Plant site was determined to be <br /> the most appropriate location for the siren. Staff recommended keeping the siren at the <br /> City of Louisville's North Water Treatment Plant, but shifting the siren's location <br /> approximately 180 -feet north, northeast of the current site. The relocation of the siren <br /> will cost the City approximately $8,000.00. <br /> COUNCIL COMMENT <br /> Councilors inquired about the siren coverage at the new location and whether the <br /> neighbors are agreeable. Planning Director Russ explained the siren's new location will <br /> maintain 99% notification coverage for the residential properties. City Manager Fleming <br /> reported members of the neighborhood HOA's were represented at the Planning <br /> Commission and were agreeable with the alternative proposal. <br /> Mayor Pro Tem Marsella requested public comment and hearing none, closed the <br /> public hearing. <br /> MOTION: Councilor Sackett moved to approve Resolution No. 73, Series 2010, <br /> seconded by Councilor Muckle. All were in favor. Mayor Sisk recused. Mayor Sisk <br /> returned to the meeting at 7:50 p.m. <br />
