RESOLUTION NO. 46 <br />SERIES 1999 <br /> <br />SUPPORT FOR H.R. 2179, THE ROCKY FLATS OPEN SPACE ACT <br /> <br /> WHEREAS, the City of Louisville believes that H.R. 2179, "The Rocky Flats Open <br />Space Act" is important toward achieving the desired objective of having the entire Rocky <br />Flats Environmental Technology Site designated as open space, and <br /> <br /> WHEREAS, Louisville supports open space as the highest and best use of the entire <br />Rocky Flats Site with a strong recommendation that a more proactive cleanup standard than <br />would ordinarily be considered for open space be achieved; and, <br /> <br /> WHEREAS, Louisville residents are concerned about environmental, health and <br />safety issues and want the highest level of cleanup regardless of future use. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF LOUISVILLE, COLORADO: <br /> <br />The City of Louisville strongly supports Congressman Mark Udall' s Bill H.R. <br />2179, the Rocky Flats Open Space Act which would declare that 6,000 acres <br />comprising the Rocky Flats buffer zone would remain as federally owned <br />open space. <br /> <br />Placement of the entire site under another Federal entity such as the <br />Department of Fish and Wildlife, for open space management at closure is <br />supported. Any future liability due to migration of contamination should be <br />borne by the federal government; not the local communities. <br /> <br />The level of cleanup at Rocky Flats shall not be affected by the requirements <br />of H.R. 2179 for open space management of the buffer zone, but rather the <br />buffer zone, industrial and protected area of the site shall be cleaned up in a <br />manner to support any and all use the community may deem appropriate at <br />closure. <br /> <br />Considerations of public health and safety both onsite and to offsite <br />communities must drive the cleanup level; not future land use decisions. <br /> <br />PASSED AND ADOPTED this 17~ day of A_~tg~t,q0.9~. <br /> <br /> Tom Davidson, Mayor <br /> <br /> <br />
