Open Space Advisory Board <br />Minutes <br />May 8, 2024 <br />Page 5 of 13 <br />• Andy: It is important to notify the public because it is part of the wildfire mitigation <br />program. <br />• Ember: Just hired a part-time worker for Ginger, who will be publicizing the cattle grazing <br />and will provide educational outreach. <br />10: Proposed Revisions to the Louisville Acquisition Process <br />• Adam: Worked with the task force on the land acquisitions process. Adam and Jeff <br />created a flow chart and asked us for feedback before presenting it to the city council. <br />Three charts: First sample is what we normally do. Second sample rethinking with red <br />boxes by showing where need to be added on the chart. Third is the streamlined <br />process outlook. <br />• Analogy: If you test-drive a car you like on the lot and go home to think about it, it may <br />already be sold when you return to the lot. This is the same process with land <br />acquisitions, an outcome we want to avoid. <br />• David: Firstly, since OSAB focused on finishing the work, then at some point a member <br />will be in the executive session meeting, which is not included on the flow chart. <br />• Secondly, with all the listed properties, some of them are one-time processes which can <br />be removed. <br />• Thirdly, lots of factors go into the acquisition process and someone is needed who can <br />work closely and weed out the weeds. What can we do in the middle of the sales <br />process? <br />• Jeff: same as before, once we have the list, we can set up a special meeting within <br />OSAB. Not sure if anyone from OSAB can join the executive meeting. <br />• Susan: For what reason? <br />• Jeff: Due to the number of people, the type of conversation, and the meeting itself can <br />run long. This is a new concept for the city council. <br />• Susan: executive meeting for each property or all at one time? <br />• Jeff: Maybe it will be the whole list to review and prioritize which one to have the <br />executive session. May take time if the list is long. <br />• Michiko: During the executive session, would it be helpful if we do the presentation of a <br />location, but not be involved in the actual discussion mode? We could just give the <br />presentation for the property and why we think it important and then we can excuse <br />ourselves, so the city council has a better understanding of what we are looking for. <br />• Good idea. <br />• David: Apart from Louisville, can seek Boulder County's advice or use their template for <br />this process. <br />• Jeff: not yet asked Boulder County but did with the land acquisitions team regarding <br />negotiating. Boulder County and Longmont have a bigger jurisdiction, larger budgets, <br />and plenty of staff on board. <br />• Ember: When OSAB was established, we did the outreach focus to develop OSAB's <br />process of acquisition review.
