Davidson opened the public hearing and called for public comments. He stated that due
to the number of sign-up cards, he has asked the City Clerk to please let each individual
know when their three-minute limit is approaching.

John Mayhoffer, 10014 Empire Drive, Lafayette, Colorado, questioned why his land was
under two Intergovernmental Agreements and stated that with each agreement, the City
of Louisville is requesting something. He stated that it only devalues the property. He
expressed frustration that one of the authorities involved provided him with a one-day
notice that they wanted to take 5 acres of land for a project of theirs and threatened to
take him to court if he did not provide permission right away. He stated that the argument
given was that the land was under rural preservation, and therefore, wasn't worth
anything. He expressed strong objections for the Intergovernmental Agreement. He
questioned why public properly, as well as private property, wasn't used to build a public
road along Dillon Road to prevent destroying the homes along there. He stated that the
Intergovernmental Agreement includes a clause that it must be economically possible to
build the road and he feels that, for economic purposes, it should be build one-quarter
mile south on public land. He expressed irritation that the City of Louisville seems to be
overlooking the significant contributions of the Mayhoffer family. He stated that his
father donated land to the City of Louisville for the extension of Pine Street and to build
City sewer lines. He expects the City of Louisville to continue taking property piece-by-
piece for the connection of 96th Street to Highway 42.

Robert Hoyle, 10101 Dillon Road, stated that his family owns property next to the
Colorado Tech Center, which is designated as 'rural preservation' on the map, 'Exhibit
A,. Boulder County included a map in a publication they authored last fall that indicated
the property was annexable based on agreement of the parties involved - the County of
Boulder and the City of Louisville. At the public hearing held by the Boulder County
Commissioners last week, it was discovered that this property is now designated as 'rural
preservation'. He stated that he understands this to mean that if the Intergovernmental
Agreement goes through, it would place a 20-plus year restriction on doing anything with
the land. He requested that the property be returned to its previous designation to allow
the Hoyle family to continue with whatever annexation they choose. They feel that since
light industrial zoning surrounds the property it would be inappropriate not to allow the
family to pursue that zoning for their property. He questioned why the zoning was
changed in the past few months. He agreed with Mayhoffer that the Parkway should be
moved south of Dillon Road.

George Mallon, 9350 Paradise Lane, Broomfield, Colorado, stated that he is speaking for
the residents of Paradise Lane. He stated that at the Boulder County Commissioners
public hearing last week it was apparent that the Northwest Parkway was going through
without a lot of consideration. He asked the City of Louisville to listen to the public and
take their comments into consideration. He requested that the City of Louisville allow the
residents of Paradise Lane to annex into the City of Louisville and receive commercial
zoning, as they requested approximately eight months ago. He stated that it has recently
been brought to his attention that some members of City Council are unhappy with the
residents of Paradise Lane. He apologized for anything they might have done to cause
