Historic Preservation Commission <br />Meeting Minutes <br />November 15, 2010 <br />Page 6 of 10 <br />Lewis asked if Butterworth knew the primary source causing the water damage – poor <br />gutters. <br />Butterworth answered in the affirmative. <br />Tofte asked how old the roof was. <br />Butterworth answered the roof was replaced when it was damaged after the last hail <br />storm. <br />Tofte asked if the gutters were replaced at that time. <br />Butterworth answered no. <br />Tofte asked if a structural engineer reviewed the coal chute. <br />Butterworth stated it was reviewed by her father, who is a structural engineer. <br />Tofte asked if Columbine was the only contractor who bid on this project. <br />Butterworth answered in the affirmative. <br />Tofte stated she would rather have more than one bid. She added the scope of work is <br />not broken down enough. <br />McCartney showed photos of the damage to the various areas of the house. <br />Tofte asked if Butterworth knew where the leak was coming from. <br />Butterworth stated poor drainage. <br />Commission Comments <br />Lewis stated she did not agree on need for multiple bids. She added the application <br />process needs to be improved. There needs to be back up numbers. We want to make <br />sure we don’t just have the lowest bid receiving the project. <br />Tofte stated she agreed with Lewis but she wants to make sure the best qualified <br />person gets the job. She doesn’t want an electrician doing carpentry. <br />Stewart stated all of the work would require a building permit and all contractors are <br />required to carry a contractor’s license.He stated the back up numbers is a good idea. <br />He added the application should always include photos of each element being <br />requested and additional information of what other work the applicant has done on the <br />house. <br />Lewis asked if the commission felt there was enough information to pass onto City <br />Council. <br />John Leary asked to address the commission. He stated he was concerned with staff <br />setting priorities. He added the priorities should be a decision by the commission, not <br />staff. <br />Koertje stated there needs to be more work on the process, but the applicant should not <br />be held up because of the process. He added the application as good. He also stated <br />the exterior paint could comply with the $5,000 incentive grant, but the owner would <br />need to cover the remainder of the cost. <br />
