Horticulture & Forestry <br />Advisory Board <br />Minutes <br />Thursday, November 4, 2010 <br />Library Meeting Room <br />951 Spruce Street <br />7:00 PM <br />I. Call to Order —Chair Mike Frontczak called the meeting to order at 7:05 pm. <br />II. Roll Call —Board members present: Mike Frontczak, Theresa Rounds, Matt Tepe, <br />Ellen Toon. Board members absent: Kimberly Heestand, Vickie Marra, Meredith <br />Preston -Eddy. Staff members present: Dean Johnson, Chris Lichty, Joe Stevens. <br />Guest: Troy Russ, Planning Dept. Director. <br />III. Approval of Agenda —The agenda was approved by all members. <br />IV. Approval of Minutes —The minutes from the October 7, 2010 meeting were <br />approved. <br />V. Public Comments on Items Not on the Agenda —No public present. Matt has <br />observed that residents are apparently taking it upon themselves to mow social trails in <br />open space areas. Dean stated that residents are only allowed to mow open space 10 <br />feet beyond their fence line; should not mow social trails, but the rule is difficult to <br />enforce. <br />VI. Introduction and discussion with Troy Russ —Troy is a resident of Louisville, was <br />named Planning Dept. Director in May 2010. He is a strong advocate for pedestrians, <br />and believes trees are an important part of the total pedestrian experience. His <br />department is working on a citywide comprehensive pedestrian plan (starting with the <br />downtown area) which includes sidewalks, crosswalks, paths, patios, parking, <br />roadways, traffic and trees. He would like to see an emphasis on expansion of the tree <br />canopy in addition to preservation of existing trees. <br />Regarding the permitting process for downtown, he would like site plans to be submitted <br />with a survey of both buildings and trees on the property, so that his department can <br />make design suggestions. He predicts that the increasing interest in solar energy <br />alternatives will be a major issue when property owners become involved with cutting <br />down trees to gain solar access.
