COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: DECEMBER 14, 2010 <br />SUBJECT: UPDATE /DISCUSSION — SENIOR ADVISORY BOARD <br />ORIGINATING DEPARTMENT: CITY MANAGER'S OFFICE <br />SUMMARY: <br />The Senior Advisory Board was invited to attend the December 14 Study Session in order to: <br />1) Share their perspective on issues that may be of concern to the Board; <br />2) Have City Council discuss and clarify its perspective on those issues; <br />3) Discuss any follow -up action that may be necessary and to resolve any <br />misunderstandings that may currently exist. <br />City staff suggested the discussion cover, among other things, the following issues: <br />• The independent status of the Advisory Board. The Seniors of Louisville <br />Constitution /By Laws is clear that the Advisory Board is an independent (technically an <br />"unincorporated association "). Because the Advisory Board's mission is consistent with <br />the City's broad public purposes it is appropriate for the City to provide meeting space <br />and some staff support to assist the Advisory Board in pursuing that mission. <br />• The manner in which the Advisory Board elects officers. The Advisory Board <br />nominates a slate of officers and that slate is voted on during the annual holiday <br />luncheon. This approach works well. The City Council supports this approach and <br />wants to dispel any perception that anyone is interested in changing this approach. <br />Staff also wanted to thank the Seniors of Louisville Advisory Board for its recent letter regarding <br />the Community Resource Coordinator (CRC) position. The letter recommended that this <br />position should be restored to full -time status. Staff agrees with this recommendation. On <br />November 30, 2010, City Manager Fleming informed the City Council that instead of delaying <br />consideration of this matter until the Budget Retreat in March, he had discussed this matter <br />with Mayor Sisk and they agreed that the City should immediately post this vacancy as a full - <br />time position. In the same communication, he also noted that because whoever serves as the <br />CRC must have not only excellent qualifications, but also be able to establish a good rapport <br />with seniors, he would ask the Senior Advisory Board to work with staff in evaluating the <br />candidates who apply to fill this position. <br />is SUBJECT AGENDA ITEM <br />UPDATE /DISCUSSION — SENIOR <br />ADVISORY BOARD <br />11 <br />2 <br />
