The City Manager presented information on the annual adjustment of impact fees to reflect the effects of inflation for capital facilities as provided for in Section 3.18.040 of the Louisville Municipal Code. These fees have not been adjusted since they were implemented in December 2006. The City Manager also presented information on the provision to review the impact fees every five years as provided for in Section 3.18.100 of the Louisville Municipal Code. The Committee voted not to approve any increase of impact fees for inflation but did approve the use of Tischler Bise to update the 2006 study in 2011. USE TAX ORDINANCE City Council Finance Committee Meeting Minutes 12/6/2010 Page 2 of 3 The Tax Manager presented the revised Sales /Use Tax Code and outlined the definition changes and section changes related to the November 2, 2010 passage of the use tax. Mayor Sisk and Councilor Dalton expressed concerns over the requirement for non - retail establishments to be required to remit use tax returns and to obtain a sales /use tax license. The Committee instructed staff to delay the issuance of licenses for 2011 to allow time for the internal review of the current city sales tax and business registration processes and to omit the use tax filing requirement for non - retail businesses with no use tax liability. UTILITY RATES The Finance Director presented information on the resolution scheduled for the December 7, 2010 Council Meeting to increase water, wastewater and storm water fees. The Finance Committee approved a 5% increase in water and wastewater rates and a 25 -cent increase in monthly storm water fees for single family accounts and a proportionate increase for all other accounts, all effective January 1, 2011.
