Louisville SustainabilityAdvisory Board <br />Meeting Minutes <br />Meeting Minutes <br />th <br />Wednesday, December15, 2010-City Hall, 749 Main Street, Spruce Room <br />I.CALL TO ORDER: <br />Mark Persichetticalled the meeting to order at 18:30 h. <br />II.ROLL CALL:boldRobin Cooley, Mary Ann Heaney, Annie <br />Members (those present in ): <br />Hughes,Andy JohnsonArno Laesecke, Mark Persichetti, Staff Liaison Tom Phare, City <br />, <br />Council Representative Dave Clabots <br />. <br />Also present were newly appointed members Cullen Choi and Ted Sontrop as well as Troy Russ <br />. <br />(Department of Planning and Building SafetyDirector) and Dave Szabados (Facilities Manager) <br />Mark thanked Robin for her dedicated service on LSAB during 2010 as her term ends. He <br />welcomed the new members Cullen Choi and Ted Sontrop. <br />III. APPROVAL OF CURRENT MEETING’S AGENDA: <br />The agenda was approved without <br />changes. <br />IV.APPROVAL OF PAST MONTH’S MEETING MINUTES: <br />The minutes of the previous meeting <br />on November 17, 2010, were approved unanimously. <br />V.PUBLIC COMMENTS NOT ON THE AGENDA: <br />None. <br />VI.Follow-up Discussion of Topics from November meeting <br />Mark reported verbal approval from Western Disposal to include their composting tips in the <br />LSAB web site. Annie could not continue the web site development because of family care <br />needs. <br />Arno proposed to include on the LSAB web site a link to the <br />Boulder County Sustainable Energy <br />Planbecause Louisville was involved in its development. <br />Robin passed the contact information of the CU Denver Outreach Program for Sustainable <br />Energy & Infrastructure Planning in Colorado Communitiesto Arno. This program may be a <br />possibility to develop a sustainability plan for Louisville. <br />LSAB is scheduled to meet with City Council on March 22, 2011. How should this meeting be <br />prepared? Another special LSAB meeting on a Saturday morning? Running regular meetings <br />longer? The discussion is continued to the next meeting on January 19, 2011. <br />the <br />VII.Presentation onDowntown Parking and Pedestrian Action Plan <br />Department of Planning and Building Safety Director Troy Russ begins his presentation at about <br />18:50 h. He introduces himself as he took over his position on May 6, 2011.The objective of the <br />plan is to better maximize the use of on-street and off-street public and private parking <br />resources, using both short and long term solutions focused on creating a vibrant, walkable,and <br />economically vital Downtown Louisville. Staff has worked with an advisory committee and led a <br />public involvement process to help determine how to best accomplish this objective. LSAB is the <br />last board to which the presentation is given. The plan comprises 31 proposed projects, an <br />analysis of how each of the projects addresses the objective of the plan, an overview of how the <br />plan affects the downtown parking supply, and an implementation strategy. (The plan was <br />presented to City Council during a study session on Monday, January 10, 2011. The plan can be <br />found on page 133ff. of the study session meeting packet. Click on the link to access the <br />packet.) <br />The presentation is followed by a period of questions from 19:15 h to 19:30 h. Arno asks if Main <br />Street could be blocked between Pine St. and Walnut St. It is done temporarily. Could it be <br />extended during the summer? It is mentioned that downtown parking is a problem for residents <br />and that not more on-surface parking should be arranged. Mark requests to put an endorsement <br />of the plan on the agenda of the January 2011 meeting of LSAB.
