RECOMMENDATION: <br />The restoration efforts being requested are primarily based on the fact the existing <br />structure has poor drainage in and around the historical structure. Insufficient drainage <br />is one of the primary causes for deterioration of an historical structure. <br />The applicant is providing various preservation techniques to improve the drainage on <br />the structure, as well as improve features which have been affected by poor drainage <br />and moisture. A previous grant provided for gutter repair and replacement. The current <br />request will finalize the site work to provide necessary drainage techniques to solve a <br />serious drainage problem. <br />In reviewing the request, staff has chosen the items which appear to have the most <br />direct effect to assist in stopping the drainage issue. Those items appear as items A <br />and B. Staff does not believe item C, E and F should be included in the grant request. <br />As for the roof repair/replacement (item D), staff recommends the applicant provide a <br />report from a structural engineer regarding the current status of the roof and the <br />recommended methods for stabilization. <br />Staff has reviewed the attached scope of work and believes the $6,320 cost for the <br />proposed improvements is consistent with industry standards. Staff also recommends <br />the approval of a 20% contingency for “discoveries”. The contingency is only to be used <br />if approved by staff upon inspection of the discovery. A 20% contingency would <br />increase the grant amount by $1,264.
