Historic Preservation Commission <br />Meeting Minutes <br />January 10, 2011 <br />Page 6 of 7 <br />Lewis asked if the applicant had backup for all of the items shown on the scope of work. <br />Blanchard stated he was the general contractor for the project so there is no markup. <br />Lewis stated it appeared the City was getting a deal based on all that is being done for <br />the price. <br />Koertje asked the Commission if they felt the 20% contingency was necessary. <br />Poppitz stated he thought the contingency was necessary. <br />Lewis stated it was prudent to include a contingency in remodel projects. <br />Speier asked if the commission considered the contingency available for design <br />upgrades as well. <br />Lewis stated she was concerned the HPC was becoming a design review board. <br />Koertje stated the staff can determine what the contingency can be used for. <br />Koertje asked for a motion on the conservation easement. <br />Lewis made a motion for approval, to include architectural and engineering fees in the <br />grant. Poppitz seconded the motion. The motion was approved unanimously. <br />Update/Discussion – Grain Elevator HSA – Update <br />McCartney reviewed the memo included in the packet. <br />McCartney gave an update of the Grain Elevator HSA. <br />Update/Discussion/Action – Commercial Incentives <br />Koertje recommended a study session first, with Council, then do a roadshow. <br />Updates/Discussions/Action – Plaques <br />The Commission discussed doing a redesign. They stated this discussion should wait <br />until Stewart was available for discussion since he is heading the project. <br />Open Government Pamphlet <br />McCartney asked if there were any questions regarding the pamphlet. None were <br />heard. <br />Officer Elections <br />Koertje stated he wanted to step down as chair person and recommended the <br />Commission choose Stewart as his replacement. <br />The Commission voted to elect Stewart as chair person, Koertje as Vice Chair, and <br />Poppitz as Secretary. <br />
