COUNCIL COMMUNICATION <br /> <br />TO: WATER COMMITTEE <br /> <br />FROM: TOM PHARE, DIRECTOR OF PUBLIC WORKS <br /> <br />DATE: <br /> March 4, 2011 <br /> <br />SUBJECT: <br /> Water Tap Fees <br /> <br />ORIGINATING DEPARTMENT: <br />Public Works Department <br />SUMMARY: <br />Staff has been asked to provide information regarding the methodology used in setting <br /> <br />resources and facilities. In 2000 the standard ¾ inch service tap fee was $15,200, $8375 for water <br />resources and $6825 for facilities. Since then the tap fee has been reviewed quarterly and adjusted based <br />on construction cost increases and market changes for water resources. In addition a few years ago a <br />component was added for the Windy Gap Firming project. <br /> <br />Each single family home tap, the standard ¾ inch tap, is assumed to need half an acre foot of water <br />resources for planning purposes. The same typical household tap has approximately 1100 gallons of <br />peak day demand. Using $5 per gallon for the cost of treatment facilities yields $7,110 for new treatment <br />facilities per standard ¾ inch tap. The balance of the facilities component helps pay for existing and <br />future facilities such as: <br /> <br /> <br />Harper Lake (6-7 million dollars) <br /> <br />Louisville Pipeline (3-4 million dollars) <br /> <br />Marshall Lake Storage Agreement (?) <br /> <br />Louisville Reservoir (4-5 million dollars) <br /> <br />Carter Lake Pipeline (5 million) <br /> <br />Windy Gap Firming Project (?). <br /> <br />Attached please find excerpts from facilities impact analysis done by TischlerBise for the City of <br />Flagstaff and Apache Junction, Arizona.
