Historic Preservation Commission <br />Meeting Minutes <br />October 18, 2010 <br />Page 4 of 8 <br /> <br />Lewis seconded the motion. The motion carried 5 - 0. <br />Pre-filing conference – Landmark Alteration Certificate/Incentive Grant – 1131 <br />Jefferson Avenue <br />McCartney presented the staff report and PowerPoint presentation. He stated the <br />applicant, Janice Hoffman, is requesting a Preservation and Restoration Incentive Grant <br />to renovate the site around her historic structure. He continued to state a pre-filing <br />conference was recommended so the applicant could hear if this type of request is <br />considered appropriate for the HPF. <br />Burt Brucker, contractor for the applicant, gave a presentation and his thoughts as to <br />what needs to be done to the property to protect the historic structure. More specifically <br />the drainage issue. <br />Muckle asked if he had considered a French drain to improve drainage around the <br />foundation. <br />Brucker stated a French drain is very expensive. <br />Janice Hoffman described her hours of research on trying to find a competent contractor <br />who could perform the work necessary at a reasonable price. <br />Stewart recommended Hoffman research an energy stabilization grant, through the <br />state, which may be used for drainage issues. He continued to recommend the $5,000 <br />Incentive Grant could be used for the drainage project as well (general maintenance). <br />Lewis agreed with Stewart. <br />Tofte recommended the applicant revisit the French drain regardless of cost. <br />Lewis offered design assistance to determine other potential solutions. <br />Koertje recommended the applicant itemize on what the historic preservation fund could <br />be used for each preservation element. He stated he thought the drainage could be <br />used as part of regular grant (not incentive) and the $5,000 Incentive Grant could be <br />used for other improvements. <br />Update/Discussion/Action – Partial Demolition – 817 Main Street (Alley Cat) <br />Stewart recused himself due to conflict with this application (he is the project architect). <br />McCartney gave presentation, which included an image showing the proposed <br />improvements to the historic façade. <br />Jacque Blanchard, applicant, presented his future intensions for reuse of the building, <br />which includes an addition of a second floor. He also stated he would like to landmark <br />the façade so the HPF could provide funding for renovations. <br />Tofte asked the applicant what he would do if he was not to receive landmark and HPF <br />funds. <br />Blanchard stated the tin finish was the main reason for the HPF request. He added he <br />would not do the tin finish. <br /> <br />
