COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: FEBRUARY 22, 2011 <br />SUBJECT: HISTORIC PRESERVATION COMMISSION — ANNUAL REPORT <br />ORIGINATING DEPARTMENT: PLANNING AND BUILDING SAFETY <br />SUMMARY: <br />2010 ACTIVITIES <br />2010 was a particularly active year for the HPC. HPC activities and accomplishments included <br />the following: <br />HISTORIC PRESERVATION FUND AND LANDMARKING: <br />In February 2010, the HPC met with City Council to discuss potential new incentives from the <br />Historic Preservation Fund (HPF). Following Council's positive remarks, the incentives were <br />developed and ultimately adopted by Council in April 2010. Primarily, the incentives provide a <br />$1,000 "signing bonus" to new landmarking property owners, as well as an opportunity for an <br />additional grant not to exceed $5,000 to new landmarks for a wide array of purposes, the <br />additional grant monies may be applied for within a year. The City Council may also award <br />other incentives from the Historic Preservation Fund <br />On May 8, 2010, several members of the HPC and recruited experts conducted a workshop in <br />the Library to explain the various incentives available to landmarking property owners, and the <br />landmarking process. The public showed great interest in the process with approximately sixty <br />(60) people in attendance. <br />Over the course of the next few months, the HPC conducted several landmark hearings, with <br />the following properties recommended to Council for approval: <br />• 557 Jefferson <br />• 1117 Jefferson <br />• 1131 Jefferson <br />• 1109 Lafarge <br />• 816 McKinley <br />• 501 South <br />Owners of several of these properties applied for incentives from the HPF, and the HPC <br />recommended for approval of 5 preservation grants for residential properties, in addition to the <br />automatic "signing bonuses ". <br />El SUBJECT HISTORIC PRESERVATION AGENDA ITEM <br />COMMISSION — ANNUAL REPORT <br />2 <br />
