Manager Zarate confirmed that the clawback <br />provision would still be present. <br />Chair Dickinson noted that Louisville had previously amended its BAP to <br />include businesses that are forced to relocate through other means. He <br />wondered if a business that is acquiring more equipment or hiring more <br />employees would be considered an expansion. Manager Zarate responded that <br />the City would be open to talking with those businesses about BAP rebates. <br />She cautioned about renewing BAPs for existing businesses that are not <br />making any changes. <br />Public Comment from Mike Kranzdorf: Mr. Kranzdorf commented that he feels <br />better about the proposed amendment after the clarification that it would not <br />impact the existing BAP but would apply only to the machinery, tools, etc. <br />Chair Dickinson summarized that the Committee is excited about the proposed <br />BAP Amendment and noted the earlier comments about hospitals being able to <br />participate in the BAP program. He emphasized creating a program that allows <br />for the flexibility to say "yes" to applications that don't fall directly under the <br />proposed amendment. He asked if staff needs anymore feedback prior to taking <br />the amendment to Council. <br />Manager Zarate confirmed that staff will focus more on the benefit of target <br />industries rather than the justification, and will highlight that the existing BAP <br />program will remain for businesses that are not eligible for the expanded <br />program. <br />Chair Dickinson asked whether the rest of the Committee was in support of the <br />proposed Amendment and whether the EVC would endorse the proposal. The <br />Committee agreed and offered their support for the proposed BAP <br />Amendments. <br />7. Potential Future Agenda Items: <br />Manager Zarate gave an overview of items that might come to the EVC in the <br />future. She noted that staff is working on a Small Business Week and Small <br />Business Saturday. Small Business Saturday will also be paired with a Shop <br />Local Campaign for Louisville. These items will likely come back to the EVC in <br />September or October with a launch shortly after. <br />8. Staff Updates: <br />Manager Zarate presented staff updates and asked if there were any questions <br />or comments. She highlighted next week's Business Beat roundtable for the <br />McCaslin Corridor at BioDesix. <br />Councilmember Kern asked whether staff could provide a summary of each <br />Business Beat meeting prior to the next EVC meeting.
