112 City�f <br />r Louisville <br />Parks & Recreation Advisory Board Memorandum <br />July 2, 2024 <br />To: Parks & Public Landscape Advisory Board (PPLAB) <br />From: Bryon Weber, PROS Project Manager <br />Re: Design Updates for Sunflower & Enclave Park Renovations <br />Enclosed are 90% design drawings for renovations at Sunflower and Enclave Park. The 80% <br />drawings (previously reviewed in May) are also included for comparison. A summary of <br />revisions is listed below along with opportunities for Board/Pubic input. A PDF of the March <br />PPLAB presentation is also enclosed since it contains a summary of online public input survey <br />results and resident feedback given through the open house `stick dot' voting exercise. <br />The Board should be aware that Staff/Council continue to receive input from neighbors in <br />proximity to the park that are concerned over renovation plans. The concerns mostly center on <br />a desire to maintain as many existing trees as possible, a desire to replace old turf grass with <br />new turf grass sod and an overarching fear that proposed park amenities will result in <br />disruptions to personal privacy. Staff remain committed to balancing the collective feedback <br />received throughout the entire public engagement process and deliver a community oriented <br />space that meets the mutual desires of the neighborhood it serves. <br />It should also be noted that public input has been received by Staff/Council regarding potential <br />loss of existing cottonwood trees at Enclave Park as result of Public Works Department's <br />stormwater quality project. Alternatives to mitigate tree impacts are being explored by Public <br />Works staff, however any outcomes of those explorations are not available at this time. The <br />playground design team has retained the same civil engineer utilized for the stormwater project <br />to ensure the two projects are congruent from a stormwater and drainage standpoint regardless <br />of their path forward. <br />As a reminder of the design and public engagement process to date: <br />• Summer 2023 — Grant application to Great Outdoors Colorado (GOCO) for funding <br />support, including public letters of support for renovations at both parks <br />• Fall 2023 — Online Public Input Survey <br />• December 2023 — Community Impact Grant Award from GOCO ($500k) <br />• January 2024 — Public Open House and presentation of initial designs <br />• March 2024 — PPLAB Presentation of initial designs and open house feedback <br />• May 2024 — PPLAB Presentation of revised designs at 80% completion level <br />Next steps for these two park designs include: <br />• Public input at July PPLAB of revised designs at 90% completion level <br />• Cost projections from the general contractor for 90% drawing package <br />• Minor revisions to plans to accommodate final public input (July PPLAB) <br />• Final pricing and if needed, final design revisions to align scope with budget <br />• Submission to City Council for approval of final designs and construction contract <br />
