City Council <br />Meeting Minutes <br />April 2, 2024 <br />Page 3 of 6 <br />Sustainability Manager Betzold stated this community decarb plan is a high priority on <br />the City Council work plan; it supports the adopted Climate Action Goals; supports the <br />adopted Sustainability Action Plan goals; and aligns with the adopted Internal <br />Decarbonization Plan. <br />She reviewed the decarbonization definitions and the timeline for this project. She <br />stated that a community -representative stakeholder group was created to inform Plan's <br />vision, goals and strategies. It included residents, community group members, business <br />representatives, members of historically underrepresented groups, and topic experts. <br />They determined the plans vision of "Louisville will take a measured, equitable approach <br />to reducing carbon emissions from the building, energy supply and transportation <br />sectors." She reviewed the current decarbonization goals and the new proposed ones <br />as well as the strategies to get there. <br />She reviewed the proposed update to the climate action goals which include reducing <br />energy -related residential and commercial/industrial GHG emissions 60% below the <br />2016 baseline by 2030 and achieve carbon -neutrality by 2050; meeting all of Louisville's <br />municipal electric needs with 100% carbon -free sources by 2025; and reducing energy - <br />related municipal greenhouse gas emissions 60% below the 2016 baseline by 2030 and <br />achieve carbon -neutrality by 2050. <br />She reviewed the memorandum of understanding with Xcel and its implementation. It is <br />an 18-month implementation and includes Xcel's work of creating a website, marketing, <br />and outreach; data collection process, analysis and results; stipends to support event <br />costs and community engagement; and project management. The City will lead 1-2-3 <br />Electrify workshop planning and delivery; identify key renter, multifamily and business <br />representatives; support project implementation; lead mobile home park engagement <br />and event planning; and coordinate student research project, analyze results and target <br />business outreach efforts. <br />Staff recommends approval of both resolutions. <br />Councilmember Hamlington asked how progress will be measured so we know if we are <br />meeting our goals. Betzold stated yearly reporting will take place so staff can track <br />progress. <br />Councilmember Hamlington stated she wants to make sure we are staffing this program <br />as it is one of the Council's major goals. <br />Mayor Pro Tenn Dickinson asked what problems could impact this implementation. <br />Betzold stated if we don't find champions in the business community it could be difficult <br />to get people to join in. The largest barrier to implementation will be cost so funding will <br />be important. <br />
