City Council <br />Meeting Minutes <br />June 18, 2024 <br />Page 3 of 4 <br />MOTION: Mayor Pro Tem Dickinson moved to approve the ordinance on first reading <br />and set the public hearing for July 9, 2024; seconded by Councilmember Fahey. <br />VOTE: Motion passed by unanimous voice vote. <br />EXECUTIVE SESSION <br />PERSONNEL MATTER <br />(Louisville Charter, Section 5-2(b) — Authorized Topics — Discussion of a personnel <br />matter involving an employee directly appointed by the City Council and C.R.S. 24-6- <br />402(4)(f)) <br />Mayor Leh introduced the executive session. <br />City Attorney Kelly stated she is requesting an executive session for the purpose of <br />discussion of a personnel matter involving an employee directly appointed by the City <br />Council pursuant to Section 5-2(b) of the Home Rule Charter and C.R.S. 24-6- <br />402(4)(f)). It is her opinion that no additional information can provided in the public <br />meeting without disclosing confidential matters. <br />City Clerk Muth read Section 2.90.050 of the Louisville Municipal Code, which outlines <br />the topics permitted for discussion in an executive session. <br />City Attorney Kelly stated authority for the executive session is given in Section 5-2(b) of <br />the Home Rule Charter which authorizes an executive session for the purpose of <br />discussing the performance of employees directly appointed by the City Council. An <br />executive session for this purpose is also authorized by the Open Meetings Law, <br />Section 24-6-402(4)(f) of the Colorado Revised Statutes unless the employee who is the <br />subject of the executive session has requested an open meeting. No such request has <br />been received. <br />MOTION: Mayor Leh moved to go into executive session for the purpose of discussing <br />a personnel matter involving an employee directly appointed by the City Council, and <br />that the executive session include City Attorney Kathleen Kelly. Seconded by Mayor Pro <br />Tem Dickinson. <br />VOTE: Motion carried by unanimous roll call vote. <br />Council adjourned to executive session at 6:16 pm. The Council meeting reconvened at <br />8:23 pm. <br />REPORT — DISCUSSION/DIRECTION/ACTION — PERSONNEL MATTER <br />
