City Council <br />Meeting Minutes <br />June 19, 2024 <br />Page 2 of 2 <br />discussing the performance of employees directly appointed by the City Council. An <br />executive session for this purpose is also authorized by the Open Meetings Law, <br />Section 24-6-402(4)(f) of the Colorado Revised Statutes. <br />MOTION: Mayor Leh moved to go into executive session for the purpose of discussing <br />a personnel matter involving an employee directly appointed by the City Council, and <br />that the executive session include all members of the City Council as well as City <br />Attorney Kathleen Kelly and Special Counsel Marni Kloster. Mayor Pro Tem Dickinson <br />seconded the motion. <br />VOTE: Motion carried by unanimous roll call vote. <br />Council adjourned to executive session at 8:34 pm. The Council meeting reconvened at <br />11:36 pm. <br />REPORT — DISCUSSION/DIRECTION/ACTION — PERSONNEL MATTER <br />City Attorney Kelly reported the executive session was for the purpose of discussing a <br />personnel matter involving the City Manager, an employee directly appointed by the City <br />Council. In follow up to the executive session she requested the City Council authorize <br />the mayor and special counsel to take such actions as necessary for further handling of <br />this matter including to the extent appropriate an investigation and that the Deputy City <br />Manager will perform the duties of the City Manager in the interim. <br />MOTION: Mayor Leh Councilmember moved to ask the Council to authorize the mayor <br />and special counsel to take such actions as necessary for further handling of this matter <br />including to the extent appropriate an investigation and that the Deputy City Manager <br />will perform the duties of the City Manager in the interim.
